Absolutely right on! Our crappy justice system here is the main cause.
Even though there is a huge population living in this neighbourhood, the rif-rafs hanging around seem to dissuade people from going in there. This is not to mention the daily dramas where losers are seen rushing off with stolen stuff and stinking up the entire neighbourhood in the process. So much money needs to be spent on store security, etc., that businesses with low profit margins are leaving in droves.
