Visakhapatnam and Mangaluru compete for cable landing station and data hub
Quote:

Recently, Google announced an investment of Rs 1,500 crore (actually $15 billion = 1,35,106 crore) to establish an AI hub in Visakhapatnam. Following this, both the government and private companies have shown interest in setting up a major data centre in Karnataka. Such a project is expected to support the growth of IT and AI-based industries and create indirect employment opportunities.

Possible location between Mangaluru and Udupi
Reports submitted to the state government suggest that the coastal belt between Mangaluru and Udupi is suitable for setting up a data centre hub. If around 1,000 acres of land is allocated, several companies are expected to invest between 15 and 20 billion dollars. The project is expected to support IT industries, global excellence centres and contribute to regional GDP growth, according to Rohith Bhat, director of Silicon Beach of India in Mangaluru.
|
I think target is Padubidri itself as Adani had already identified it suitable for data center park. We have to just convince Udupians that another international airport of Tulunadu can happen later as a result of region being developed as a data center & IT hub. First priority should be to whatever comes first.

Mangaluru's undersea cables unlock India's next data revolution
Quote:
*Mangaluru's undersea cables unlock India's next data revolution.*
The game is changing, and the next big player is emerging on the Karnataka coast.
The Karnataka Digital Economy Mission (KDEM) has unveiled a visionary plan to transform Mangaluru into a global AI data center hub, powered by a critical advantage: undersea cable connectivity.
This isn't just incremental growth; it's a strategic masterstroke. Here’s why:
Three proposed subsea cable routes will give Mangaluru direct, low-latency links to the world:
- Middle East/Europe Route: Oman/UAE → Mangaluru → Chennai/Singapore
- Southeast Asia Route: Singapore → Colombo → Mangaluru
- Regional Loop: A terrestrial + subsea network with Chennai and Kochi
This bypasses congested nodes like Mumbai, positioning Mangaluru as a 'Bengaluru+1' location and a resilient backup for global hyperscalers and GCCs.
*The plan is audacious: a giga-scale cluster exceeding 1 GW capacity within a decade. It integrates:*
- Renewable energy (wind, solar, hydro)
- Advanced cooling solutions
- High-density compute optimized for AI workloads
*The document projects over 25,000 new jobs, including:*
- 8,000 in construction & infrastructure
- 7,000 in IT/BT & cloud services (AI infra, cloud engineering)
- 5,000 in operations & maintenance
- 3,000 in renewable energy
- 2,000 in ancillary industries
This is the blueprint for Mangaluru 2.0—a city moving from a regional IT player to a cornerstone of the global digital economy. The infrastructure is being laid for the next decade of tech.

Karnataka all set to corner data centre projects worth Rs 1,350 crore 2 3
Quote:
Datasamudra, the data centre division of Teleindia Datacenter, plans to invest Rs 300-500 crore over the next few years to expand its footprint outside Bengaluru, according to people familiar with the matter.
The company will set up a 35-40 MW artificial intelligence (AI)-driven data centre in Mangaluru and smaller 5 MW edge centres in Mysuru and Hubballi-Dharwad, they said.
|
Quote:
|
They also indicate that amid India’s cloud and AI infrastructure push, Karnataka's private and public initiatives are converging around Mangaluru, Mysuru and Hubballi-Dharwad, which are emerging as the new data centre and component manufacturing hubs beyond Bengaluru.
|
Quote:
Elmeasure is also scouting future sites in Hubballi-Dharwad and Mangaluru, eyeing exports to West Asia and growing coastal logistics relevance.
State officials say these private investments align neatly with Karnataka’s own ambitions. The Karnataka Digital Economy Mission (KDEM) is positioning Mangaluru as a 1 GW “cable-to-cloud” data centre cluster, backed by a Deloitte feasibility study that highlights cost advantages in land, power and cooling.
“Mangaluru offers clear cost and efficiency gains, land lease at Rs 7.7 per sq ft compared to Rs 15–39 in other metros, power reliability above 98% and 10-15% cooling savings due to its coastal climate,” said Sanjeev Kumar Gupta, chief executive, KDEM. “We’re targeting 20-30% of India’s total future data centre capacity via the Bengaluru-Mangaluru corridor.”
According to Gupta, Karnataka’s 12,000 IT and ITeS firms, 875 global capability centres (GCCs) and growing AI initiatives create a natural base for such expansion. He said the state is engaging with global hyperscalers and domestic operators for 600 MW-1 GW projects in Mangaluru and Bengaluru.
KDEM plans to get the Karnataka Data Centre Policy (2022–27) updated with new incentives, including plug-and-play parks, 25% capex support for submarine cable projects and one-window clearance for investors. “The aim is a 5 GW-ready ecosystem anchored by Mangaluru’s coastal advantage and Bengaluru’s engineering depth,” Gupta said.
As hyperscalers accelerate build-outs and domestic firms such as Datasamudra and Elmeasure localise both digital and hardware layers, Karnataka is trying to position itself as a dual hub: a manufacturing base for AI data centre components and a coastal gateway for India’s next wave of digital infrastructure.

Mangaluru Emerges as One of India’s Most Cost-Efficient Coastal Data Centre Hubs with 98.56% Power Reliability: KDEM–SBP–Deloitte Study
Quote:
|
Guided by the state’s vision for resilient, sovereign-aligned infrastructure, the study identifies Mangaluru as one of India’s most cost-efficient and scalable coastal destinations for data centre development. The region offers land leasing at INR 7.69 per sq ft per month, offering up to a 4–5x cost advantage over Mumbai and up to 95% advantage over Chennai, depending on zone and asset class. Paired with energy tariffs of INR 5.95–6.60/kWh cheaper than Chennai’s INR 7.50 outperforming most major markets.
|
Quote:
|
As India advances toward 10–12 GW of national data centre capacity by 2030, the study positions Mangaluru as a strategic “spoke” within a Bengaluru-led hub-and-spoke architecture, enabling decentralised compute and low-latency workloads, while also strengthening disaster recovery and business continuity capabilities.
|
Mangaluru's Cost Advantages Make it an Ideal Data Centre Hub: KDEM–SBP–Deloitte Study
Quote:
|
The study highlights that Mangaluru offers up to 4–5 times cheaper land costs than Mumbai, lower power tariffs than most major metros, and 98.56% power reliability, making it a strong candidate for hosting cloud, AI, and other critical digital infrastructure. It also outlines a roadmap to build a 1 GW coastal data centre cluster over the next decade.
|
Quote:
In the short term, the study recommends attracting 10–50 MW edge data centres, reaching 200 MW across 4–5 operators within three years, supported by land subsidies and capital assistance.
Over the longer term, it calls for faster approvals, a single coordinating agency, digital land and utility access, and evaluating the feasibility of a cable landing station.
|
So, initially it will be edge/spoke data center and once reaches 200 MW capacity it will be upgraded as data hub with marine cable landing station after another feasibility study.
Quote:
Infrastructure Strengths Built for High Availability and Low Risk- 36 million sq ft of contiguous land near New Mangalore Port.
- 1,000 acres in Balkunje and 164 acres in MSEZ at INR 50/sq ft lease provide hyperscale-ready options.
- Seismic Zone III and 20–50m elevation reduce climate and seismic exposure.
- 107 substations (66–400 kV) and zero unmet peak demand statewide.
- 2,639 MW of renewable energy being added to the Karnataka grid.

Mangaluru benefits from 36 million sq ft of contiguous land near New Mangalore Port, additional large land parcels in Balkunje and MSEZ, and reduced climate and seismic risk due to its elevation and location in Seismic Zone III.
|
So, the government is finalizing old JESCO land near NMPT (36 million sq ft = 826 acres). But has to be careful of marshy land. Advantage could be getting water from existing deslaination plant at Tannirbhavi. Is there a plan for another dam across Gurupura river? Baggundi Lake may be used as redundant water storage facility. Hope in the next stage the park will have deep sea revese osmosis water for cooling.

And I hope that they will not release hot water directly into river/sea as it is hazardous to marine life. Instead they have to find a way to reuse it. Hot fresh water can be used for manufacturing green hydrogen (under construction at MSEZ). In case of Balkunje they may also be planning to use Shambhvi water after constructing dams. For MSEZ land as an option, how much export potential is there? Is export is due to allied IT industries or manufacturing data center components for exports?

Mangaluru lacks enterprise demand required to attract data centres: study
Quote:
|
Mangaluru requires pre-approved data centre parks, preferably complemented by plug-and-play facilities to readily enable the generation of data centres in the city, the Mangaluru Data Centre Feasibility Study 2025 says
|
Seems to be a egg & hen problem. Does this mean that the government has to parallely plan for more IT Parks (PPP like Blueberryhill IT Park or private) to attract more enterprises along with data parks?
Quote:
|
Mangaluru also faces challenges due to its limited radial connectivity to nearby demand hubs.
|
As it is developed initially as a spoke part of hub-and-spoke model hence has a link to a hub of high demand. Once 200 MW capacity as edge/spoke is reached then connectivity has to be provided to other demand hubs to make it a full-fledged data hub. Marine cable anyway provides connectivity to Mumbai & Chennai. Isn't it safe to use data centers in India than abroad like these IT metrocities are doing now? Doesn't India has a policy to save all Indian data stored in India itself? Providing connectivity to other small edges around has to be a part of the broader data hub plan.
Quote:
|
In the recent months, emerging cities, including Vishakhapatnam, have moved towards “demand signalling”, wherein they have secured pre-commitments from hyperscalers or even medium-sized data centre investors (across functions such as energy, telecom and real estate). “Stakeholders expressed that such signalling generates interest in investors and acts as a pull factor for players, which is currently missing in Mangaluru,” the report said.
|
Why the state government failed to secure pre-commitments from hyperscalers by encouraing more IT investments? But a few news reports mentioned that the government is already in conversation with a few hyperscalers.
Anyway there is demand hence the government is constructing an IT Park. But has to plan for a bigger thing like Electronics Park along with Data Park.

Excellent vision, @TVMohandasPai ji Scaling to 5000 seats/year per builder will supercharge #Mangalore's IT landscape.
Every Tier-1 & Tier-2 builder here must step up with top-notch #IT infra to fuel our thriving ecosystem
|
~ @HelloMangalore
Even 25,000 seats/year per all builders for next ten years will be a fantastic achievement. That should mean around 20,000 jobs for freshers & around 5,000 jobs for #BackToOoru returnees per year. DK produces around 25,000 graduates per year. Hence we have 20,000 for IT jobs & remaining 5,000 are for non-IT jobs. In this way we can meet Tie Mangaluru's 2 lakh IT jobs target for Mangaluru by 2033.
If our target is entire Kannur-Kasarod-DK-Udupi-UK coastal belt & Malenadu then we may require 30,000-40,000 seats/year per all builders for next ten years hence can achieve Tie mangaluru's target easily.
Thank you @TVMohandasPai for this vision
If his vision is executed starting from now, when will he be #BackToOoru?

Mangaluru under consideration
Highlighting Mangaluru’s strengths, Shetty pointed to talent availability and real estate fundamentals, while acknowledging that infrastructure readiness would be critical to attracting large-scale technology and services operations.
He also flagged challenges related to energy and water requirements, particularly for data centres and high-compute facilities, which are becoming integral to modern GCC operations.
Shetty argued that India needs to significantly reduce the time required to establish GCCs. “Opening a GCC can take six months, but it should take only two weeks,” he said, stressing the need for plug-and-play infrastructure and smoother regulatory processes.
He proposed the creation of digital economic zones that integrate GCCs, GPU-based data centres, startups and academic institutions within a single ecosystem, supported by ready infrastructure and coordinated policy support.

Deloitte’s hiring plan and interest in cities like Mangaluru underscore a broader shift in India’s services and GCC sector, where growth is increasingly decentralised beyond major metros. As global firms look for scalable, resilient and talent-rich locations, Tier II cities are emerging as the next frontier in India’s technology and professional services expansion.

... Mangaluru is officially on Deloitte’s radar. And according to him, it’s no longer a question of “if” the global professional services giant will enter the city, but “when.”

Quote:
Why Mangaluru? Talent, Real Estate, and Timing
Mangaluru’s inclusion in Deloitte’s future plans is no coincidence. The city boasts a strong base of engineering, management, and commerce graduates, thanks to its well-established universities and colleges. Many professionals from the region already work in Bengaluru, Hyderabad, and Pune — creating a ready talent pool that could be attracted back home if global companies set up operations locally.
Equally important is the city’s evolving real estate market, which offers Deloitte the ability to scale operations at a fraction of the cost of metro cities. With improving connectivity, lifestyle advantages, and a stable urban ecosystem, Mangaluru is emerging as a sweet spot for long-term enterprise expansion.
|
Quote:
What This Means for Mangaluru’s Future
Deloitte’s potential entry could be a game-changer for the city. Beyond direct job creation, it would trigger growth in real estate, startups, support services, and local consumption. More importantly, it would put Mangaluru firmly on the global corporate map, encouraging other multinational firms to follow suit.
As Shetty summed it up, the opportunity is no longer hypothetical. The building blocks are in place — and the momentum is real. For Mangaluru, the question is no longer about readiness, but about how soon it will seize this moment.

Referring to agriculture-related measures, Mr. Mudassar said the Budget’s proposed Coconut Promotion Scheme, aimed at increasing output by replacing old, low-yield trees with improved varieties, along with dedicated programmes for cashew and cocoa to strengthen domestic raw material supply and export competitiveness, were positive steps. However, he cautioned that unless the arecanut economy was also addressed, the overall impact of these measures on the Mangaluru region could remain limited.
He welcomed the proposal of a tax holiday until 2047 for foreign firms delivering global cloud services from India-based data centres, saying it would incentivise hyperscale cloud and AI infrastructure investments. Citing a Deloitte–Karnataka Digital Economy Mission (KDEM) study, he said Mangaluru had been identified as a highly cost-efficient coastal location for digital infrastructure. Why Mangaluru Could Become India’s Next Offshore Wind Energy Hub
DK MP Capt Brijesh Chowta urges centre to develop Mangaluru coast as offshore wind energy hub
Quote:
|
Raising the issue in the Lok Sabha under Rule 377, MP Chowta stated that the coastal stretch of Mangaluru offers immense potential for offshore wind power generation. Citing a report by the National Institute of Oceanography, he pointed out that the Mangaluru coast has been identified under India’s promising offshore wind energy ‘Zone-2’. He noted that the coastline, spanning approximately 6,490 square kilometres, is highly suitable for wind energy generation. He further highlighted that the region faces comparatively lower risks from natural disasters such as earthquakes and cyclones, making it a safe and ideal location for long-term offshore wind energy projects. In this backdrop, he demanded that the Mangaluru coast be developed as a dedicated offshore wind energy zone.
|
Quote:
|
Chowta also noted that the region hosts major industrial establishments such as MRPL, OMPL, UPCL and the Mangaluru SEZ, ensuring the availability of a large local market for the green energy generated. This would make it easier to directly sell the electricity produced from offshore wind projects. He added that entering into direct power purchase agreements with these industries would help ensure the financial viability of such projects and facilitate faster implementation.

... Additionally, the Arabian Sea region is safer for wind energy development compared to the cyclone-prone Bay of Bengal. To achieve India's goal of producing 500 GW of renewable energy by 2030, priority must be given to the Mangaluru wind energy production zone. I urged the ministry of renewable energy to take immediate steps for resource assessment, practical implementation of projects, and industrial consultations," he added.
|
And there is proposal for GW data hub.
Probably companies are hesitating as it is zone-2 having wind speed of 140 km/h or 87 mph. Gujarat, already producing offsore wind enery, falls in Zone-4 having wind speed of 169.2 km/h or 105 mph.
Is MIR Group ready to collaborate with Sulzon Energy for designing & manufacturing Windmill-Integrated Photovoltaics so that the same platform can produce both solar & wind energy? Or else MIR Group could come up with its own facility. Also there is scope for offshore maintenance robots for tasks like repair, cleaning (for cleaning salt-deposition even if dust-free/anti-soiling photovoltaic technologies are employed), painting etc.
Otherwise also it is better to integrate offshore wind and floating photovoltaic (FPV) technologies:
Geographically constrained resource potential of integrating floating photovoltaics in global existing offshore wind farms.

6,490 square kilometres of sea is covered by windmills & floating solar panels means how much reduction in raise of the sea level? We should consider in between gaps while calculating. And gaps are neccessary for survival of marine life as they provide way for oxygen & light circulation. But is there a possibility of somebody coming up with a theory of reduced rain due to decreased evaporation?

Offshore windmills provide several positive effects on marine life, primarily by creating artificial reefs that increase biodiversity and acting as de facto marine protected areas (MPAs) that prohibit bottom trawling. These structures act as fish aggregation devices, offering shelter, spawning grounds, and food sources for mussels, crabs, and fish.

Offshore wind farms, while producing renewable energy, pose several negative effects on marine life, primarily through noise, habitat disruption, and electromagnetic fields. Construction, particularly pile driving, generates intense noise causing, stress, disorientation, and displacement in marine mammals, fish, and seabirds.

Offshore solar panels positively affect marine life by acting as artificial reefs that boost biodiversity, providing resting spots for seabirds and marine mammals, and offering shelter for fish. These floating structures encourage the growth of algae, barnacles, mussels, and oysters, which in turn support the local food chain.

google "offshore solar panel negative effect on marine life"

Offshore solar panels can negatively affect marine life by causing shading that alters water temperature and reduces light for photosynthesis. Physical structures can disrupt habitats, spawning areas, and migration patterns, while, over time, degrading materials might release contaminants or microplastics.

What is the plan to nullify/reduce negative effects?
