As the battle for casino development in the city heats up with eight companies vying for three licenses, Bally’s shared an exclusive preview of interior spaces within its proposed project in Soundview’s Ferry Point Park, including the hotel rooms, restaurants, gaming floor and more.

For several months, Bally’s has touted what it calls historic investments in Bronx economic development as it hopes to gain a casino license and bring a massive mixed-use complex to an area that was once a landfill.

The renderings by Gensler, a global architectural firm, show that the proposed $4 billion waterfront complex goes far beyond gaming, said Chris Jewett, project lead and senior vice president of corporate development.

Plans for the complex include a 2,000-person event center, restaurants, retail shops, spa and food hall. Jewett said the rooftop bar/restaurant is especially noteworthy for its expansive city views rarely found in the Bronx and that the site would provide space for higher-capacity events, conventions and entertainment in the borough.

In exchange for the hotel-casino project, Bally’s has promised a slew of benefits for the Bronx, including 4,000 permanent, union jobs that would pay $96,000 per year on average, according to the company. It will also support educational and sports organizations and offer opportunities for locals to buy partial ownership stakes in the project.

The description of the Bally’s proposal, by contrast, was less critical, though some concerns were raised. On the positive side, Bally’s hiring and diversity commitments were “key factors” that led to its recommendation. The Bronx has long been the lowest-rated socioeconomic borough in New York City and the Bally’s project would be the biggest private investment in its history.

The inclusion of a golf course amenity in particular also “convinced the Board that the Bally’s proposal was a strong complement to the other proposed facilities, and would bring significant tax revenues to New York State and City”.

There was little mention of Bally’s finances, which are perhaps the most uncertain of the bidders. The operator grew tremendously in recent years by maneuvering debt and stretching its leverage to the limit.

While the board viewed Bally’s as a “highly leveraged, non-investment-grade entity”, it said, “the company’s available assets and liquidity options support its equity investment in the project”. Bally’s investment is tabbed at $2.3 billion, out of $4 billion total cost. Those figures are far above its most-comparable project, an under-construction $1.8 billion Chicago casino. As such, the board said Bally’s “has limited experience with large greenfield development” and a “mixed” execution record.

Notably, the rationale document said that Bally’s Bronx had “significant backing from a large real estate investment trust”, most likely a reference to Gaming and Leisure Properties (GLPI). GLPI financed much of Bally’s growth in recent years, including the Chicago project. That firm did not immediately respond to a request for comment.

The board also questioned the potential value of the Bally’s benefits package. A valuation estimate of $765 million “may be overstated”, members said, given that some money would not start flowing until the project is complete. Current projections call for a mid-2030 opening.

Additionally, consultants suggested that the facility’s parking structure was problematic. It listed “complicated vehicle and pedestrian circulation”, a “suboptimal” employee parking ramp and an “unusual and aesthetically suboptimal” large screen over the garages. The rationale did note, though, that these elements still can be changed.

While Bally’s external diversity commitments were applauded, information about its internal diversity was criticised. The race of more than 36% of executive leadership was reported as “non-specified”. The rationale said that was “not an acceptable response, and the Board expects more diverse executive leadership for the Bronx project”.

We can all blame Adams, but I blame the City Council. Everyone who has ever seen a horror movie knows that when you kill the monster/killer, you have to actually make sure the thing is dead, or it will come back to bite you in the ass. The City Council killed this proposal, then turned their backs on it to enjoy the rest of summer. Well, the monster not only lived, but it is thriving. The Council did not do its duty.

The parking garage looks fine to me for a site next to the expressway. It's not like this site needs fine-grained urbanism.

Also interesting this casino is coming out of the gate with interior renderings, while Bally's Chicago casino is fully under construction and we haven't seen a single interior view at all.

This amendment to the loan, which was entered into in July 2025, will be used for general corporate purposes and to pay or replenish liquidity used to pay licensing fees in connection with the company’s New York State casino license, amongst others.

This comes after the Gaming Facilities Location Board in New York recently chose three casinos to be granted downstate licenses, with each license requiring a $500 million payment. Resorts World New York City, Bally’s New York Casino and Metropolitan Park all won approval.

Now that Bally’s Corp has been awarded a license for New York, and the term loan proceeds can support the payment, the company can begin with making its Bronx casino a reality.

On the site, the major project has been outlined as including a 500,000-square-foot casino complex, a 500-room hotel with a spa and meeting facilities, retail offerings, a 2,000-capacity event center, and parking for up to 4,660 vehicles.

Moving away from the upcoming New York site, Bally’s also has the right to developable land in Las Vegas at the site of the former Tropicana Las Vegas. This was first announced back in 2024 when a ballpark and entertainment resort destination, created in partnership with Bally’s Corporation, was first shared as the plans to move forward.

Steve Cohen’s Metropolitan Park next to Citi Field, Bally’s in the East Bronx and Resorts World in Jamaica, Queens were each selected for licenses. Each will need to pay the state a $500 million license fee, in addition to their future tax payments.

The outcome had appeared highly likely ever since a separate state board recommended all three for licensure earlier this month, although the same board faulted all three applicants for misleading claims and some overly rosy revenue estimates — creating some uncertainty about whether the commission might reject any of the bids.

Casino gambling could arrive in a matter of months. Resorts World, which already operates a small-scale facility with only electronic gambling, said it plans to start doffering live table games as soon as March 30, 2026 while it separately builds its full $5.5 billion hotel-casino over three to four years.
