I was thinking and figured out what might be the best equivalent for the City to trade; La Fonderie area. The City could keep the actual fonderie building, since they invested heavily and it's used as a sports facility, but the rest is dead weight. The City had planned to redevelop it into an innovation zone, but they needed the Province's approval, which of course, delayed the decision for years and finally rejected the proposal.
The Fonderie site would also give the NCC an opportunity to expand the bike network from the river further north and gain a key hold in Hull.

I'm not really sure what other options exist. The parking garage on Leduc is just one block within Hull. No opportunity for an expansive "Nation Building" development. Bob Guertin land is key to the City's housing strategy, so they wouldn't give that up. They could ask for Domaine Fairview to gain a historic site, but the City already sort of has its own plans for the area. Maybe land along Gatineau Park to expand.
