So car theft, drag racing, general speeding should take a back seat to someone using a bus lane? Now when they park in a bus or bike lane absolutely these people should be towed as soon as possible but we have other enforcement priorties in the big picture more pressing than diamond lanes.

I think the wider point is that not long ago
all of that was enforced. Perhaps not perfectly, but the fact that it was was clearly noticeable. Definitely compared to today.
I don't want to make this the Police Thread but if like me you've been hearing from friends and family about calling the cops and them not showing up at all, don't you find that just a bit worrisome that this is happening
in Canada?
