Well, that will happen at least temporarily, if the government follows through with
this recently announced plan to scale back NPRs to 5% of the population by 2027. Doesn't sound like that big a deal, but to get there that quickly we'll basically need to stop taking in NPRs for a couple of years, which will cause population growth to crater before going back up in '27/'28 (to levels somewhat below today's, though still high).
The government hasn't announced by what means there will be such a dramatic reduction, however, so it will be interesting to watch.
