So, I'm guessing that in order to completed the southbound offramp to SFPR westbound the old Pattullo will need to be closed and have that section removed?

Probably.
Could depend on the width of the ramp and the spacing of the old bridge supports.
It looks like it join SFPR before the railway.

The construction schedule does have that part opening halfway through demo of the existing bridge, looks to be about 4-6 months after the new bridge opens to traffic.

It looks like it will go over the railway, you can see one of the pillars for it in the bottom left corner of the image right next to the railway.

That makes sense.
SFPR ducking under the railway is awful there.
Are there plans for SFPR to go over the railway?

In the photo the last elevated span of the existing bridge is the lighter coloured pavement - the small bit of darker pavement you can see just at the lower left corner of the photo is on an embankment. You can see the pedestrian stairs leading down from the end of the embankment to the ground level beneath the bridge.

The obvious way to transition traffic to the new bridge will be to widen the north side of the existing embankment to the level of the new elevated section and then pave it and move the traffic over to it. That can all be done without touching the old elevated sections. Once that's done, they can start removing the old elevated sections, and probably the south side of the embankment as well.
