Having said that, there is a big difference between twinning a highway and widening it for increased capacity. Two lane highways can be dangerous and all you need is one slow farm vehicle to cause all sorts of problems that aren't really congestion related. Once you have a 4 lane highway, we should be looking for transit related solutions to congestion issues before further widening the highway. |
The problem is that governments like to do the incremental approach. As a result you can't currently stop highway expansion. The rail network needs more massive amounts of investment. We suffer from main lines that don't have enough double track to maintain a reasonable speed for passenger trains and branch lines that don't have enough freight or passenger traffic to recover capital investments on a commercial basis. We cut back passenger services that once had multiple daily service so the quality of the line is downgraded and allowed to degenerate so that it almost requires total rebuilding. Provinces only build roads and the federal government builds nothing.
