The landlord/owner of the Plaza of Nations (Canadian Metropolitan Properties) just may not be in a hurry to develop (they've held the site for many years).
They could also be allowing Edgewater Casino to remain as long as it needs to.

I thought there was some complicated land swap between CME/Pavco and Aquilini. CME was in a hurry to demolish back in 2007 when I worked there, and kept saying construction would begin in 2012 when Edgewater's lease ran out.
Now I think they're waiting for Edgewater to be able to move.
