If there were direct flights from Canadian cities and no passport required I think demand would be incomparable to US Caribbean islands because Canada has no equivalent of Florida, California, Hawaii, etc.

If T&C couldn't compete on price that just wouldn't be true - it's why Americans flock to Cancun or the Dominican Republic despite Puerto Rico being there. Puerto Rico cannot compete on cost.
T&C joining would make it a popular retirement destination most likely as residency issues disappear, and I'm sure tourism would jump, but I doubt it would be flooded with insatiable demand.
