Defensive driving course instructors will tell you to slow down as you approach an intersection, so you will have a little more time to react if something goes wrong (intersections are the highest risk of car/car or car/pedestrian collisions).

So, people who slow down as they approach an intersection are not doing it because they want to wait at a red light, they are doing it to improve safety. I assume you were only joking in your comment, based upon the "lol", but watching people drive and blow through stale yellows and reds makes me believe that most people don't have a clue when they are behind the wheel. Another argument for an efficient and convenient LRT system, to get some of these people off the roads.

The intersection being discussed is a good application for a roundabout, IMHO.
