New York State has quietly eased the path to what might be the country’s densest residential building: two 900-foot towers rising on a 1.09-acre parcel (Site 3HB) near Hudson Yards, housing 2,400 apartments, 30% of them affordable.
In doing so, Empire State Development (ESD), the state authority that also oversees Atlantic Yards, would help rescue the developer of the stalled office tower once planned for Site 3HB, also known as 3 Hudson Boulevard, between West 34th and West 35th streets just east of 11th Avenue.

In March, the state began the environmental review for both the privately-owned Site 3HB and adjacent state-owned Site K, directly to the north, where another large—though not quite so large—residential and hotel project is planned, dubbed HDSN.
At Site K, between West 35th and West 36th streets, a residential tower would rise 800 feet, with 1,550 apartments. A separate tower on the parcel would house a 400-room hotel, plus amenities to support the Javits Convention Center.
The two sites, just north of Hudson Yards and essentially a residential extension of that project, are overseen by an ESD subsidiary, the New York Convention Center Development Corporation, and will be approved under a General Project Plan, as with Atlantic Yards.
That avoids the city’s land-use process, which requires a vote by the City Planning Commission and City Council.

Remarkably, the plan—in which Site 3HB was quietly added to Site K well after the latter project was announced in a Dec. 19, 2024, press release—has received zero press coverage, even from industry sources, or public discussion.
