i think the main issue here is that very few people lived in old montreal 10 years ago when many of the popular restaurants and terrasses started opening.
there's a point when noise becomes unbearable but, at the same time, we know from experience that certain people are extremely intolerant of any sort of noise whatsoever. these are the kinds of people who complain mercilessly about once-a-year events and that sort of thing.
i'm open to the possibility that boris bistro is overly noisy. but i'm sceptical. i've passed by it and it didn't seem any different from any other large terrasse. there wasn't any live music, just the ambient chatter of after-work yuppies (many of whom are probably old montreal residents).

is downtown. when you live a 5 minute walk from the stock exchange, what else can you call that? certainly not an ordinary neighbourhood.
you can call someone a NIMBY for objecting to a party outside their window when that party has been taking place for several years before their home even existed.
