New York City Economic Development Corporation (“NYCEDC”), acting on behalf of the City of New York (the “City” or “NYC”), is pleased to release this request for proposals (“RFP”) seeking proposals (collectively, “Proposals”, and, each a “Proposal”) from qualified parties (collectively, “Respondents”, and, each a “Respondent”) for the long-term lease and development of an approximately eight-acre parcel of partially-improved, prime waterfront land located at 155 Richmond Terrace, Staten Island Tax Block 2, Lots 22 and 9018 in New York City (the “Site”).

Through this RFP, NYCEDC is seeking Proposals that deliver a premier recreational destination for the region with entertainment, amusement, and retail uses along with over seven acres of public open space (the “Project”).

All Proposals will be evaluated, however, Proposals that substantially comply with the 2015 Special Permit are preferred. NYCEDC plans to select a developer for the Site based on factors stated in the RFP, which include, but are not limited to, responsiveness to the Project Goals and Development Program of the RFP, financial feasibility of the Project, the Respondent’s qualifications and experience, and the economic impact of the Project, including the generation of increased commercial and economic activity along the North Shore.

STATEN ISLAND, N.Y. — New York City officials once touted a St. George site as the future home of the world’s largest ferris wheel, but on Monday, they started their search for something different.

The New York City Economic Development Corporation (EDC), headed by President and CEO Andrew Kimball, launched a request for proposals (RFP) that seeks to bring a recreation and entertainment center within walking distance of the St. George Ferry Terminal.

Reimagining Staten Island's north shore

These concrete bases are the foundation for what was supposed to be the New York Wheel, a 630-foot observation wheel, but developers scrapped those plans in 2018.

But now the city’s Economic Development Corporation, or the EDC, is putting the site back on the market.

“You know, there’s 60 million tourists that visit New York every year. Millions of them get on the Staten Island ferry. We want them to get off on Staten Island,” Andrew Kimball, president and CEO of the EDC, said.

Hoping for the same outcome is Braulio Bunay, the MasterChef at River Rock Café at the Staten Island Ferry terminal.

“We need a change on the North Shore,” Bunay said. “It really is empty because there’s no businesses there’s nothing around, nothing interesting.”

He spent most of his 25 year career as a chef in Manhattan but came to his hometown of Staten Island last summer because he says he sees the potential of the neighborhood.

“There’s a great view. We have good food, just like in NYC. So we have [the] same food, same concept as New York City, so why do we not have people here?” Bunay said.

Apart from the wheel, there’s been a consistent effort to build up the north shore.

An improved baseball stadium with a new team to match and The Empire Outlets — the city’s first outlet mall. The mall opened in 2019 to slower than expected foot traffic and efforts to lure luxury brands to the mall failed as COVID-19 forced some stores to close.

“Well, that’s the great thing about Mayor Adams, Like he’s willing to acknowledge where we hadn’t done enough in the past and to lie out a new pathway forward,” Kimball said.

Kimball says a new amusement site is the next phase of what the city is calling the “North Shore Action Plan.”

“It has a $400 million of public investment creating a green ribbon from Stapleton to right where we’re standing today at the North Shore entertainment and amusement facility. It includes 2000 units of housing. It includes enormous new amenities,” Kimball said.

Bunay says he is hopeful the city will deliver and make Staten Island a destination for both tourists and New Yorkers.

“I believe in New York City and I believe in Staten Island,” Bunay said.

The EDC says it hopes to start looking at proposals in April and to announce a new developer by the end of the year.

Skanska wins $135M Staten Island waterfront project

Skanska announced on Wednesday that its USA Building division has signed a $135 million contract with the New York City Economic Development Corporation (NYCEDC) to rebuild a waterfront park and pier in the New York City borough of Staten Island.

As part of its contract, Skanska will:

-Reconstruct an esplanade and shoreline;

-Make improvements to the esplanade's existing pedestrian and bike paths;

-Build a 40,000-square-foot pier that will include an office building, storage facility and bulkhead; Removal of existing structures; and

-Landscaping.

Skanska expects to start its work in August 2024 and complete the project in late 2026.

A representative of the NYCEDC told The Construction Broadsheet that Skanska's latest project for the agency is part of the $400 million Staten Island Action Plan, which focuses on the redevelopment of the borough's North Shore.

Planned investments, according to the agency, will create 20 acres of public open space, expand waterfront access and resiliency, generate more than 7,500 "family-sustaining" jobs, create an estimated economic impact of approximately $3.8 billion and hasten the completion of more than 2,400 housing units.

Some specific projects include:

R-edeveloping and reopening Pier 1, which has been partially closed since 2017;

-Development of the terminal building on the site of the former New York Wheel project;

-The addition of a new 600-seat K-8 school; and

-Additional privately developed housing and commercial space.

"Improving waterfront access across the city can provide exciting opportunities to create important recreational and transportation corridors for cyclists and micromobility users," said New York City Department of Transportation Commissioner Ydanis Rodriguez in September when the action plan was introduced.

"We look forward to working with the EDC, our sister agencies and Staten Islanders to build better connections to the North Shore waterfront," Rodriguez said.

In December, Skanska completed a separate project for the EDC in Manhattan – the first phase of the larger East Midtown Waterfront Esplanade and East River Greenway development. Ultimately, the full project will deliver a 22-block esplanade and fill in a 32-mile gap in the greenway.

Skanska said it completed its portion of the project in 49 months.

The first phase included the construction of a new in-water esplanade and a nine-block park with access to the waterfront for pedestrians and bicyclists.

In addition, the company said, Skanska used several innovative materials, technology and methods on the project, including engineered soil placed in cells that collect stormwater and water newly planted trees, LTE and GPS tracking for construction barges, timelapse cameras, Building Information Modeling (BIM) and underwater drone inspection.
