Raleigh is a neighborhood within Memphis city limits so the sign is welcoming visitor to the neighborhood. They have signs all over Memphis welcoming people to neighborhood. There is one in Oakhaven, Whitehaven, and Orange Mound

I agree they did a great job back in 1940s laying the plan for roads and highways. Memphis is very equipped and ready to be a city with a million residents its only the crime holding them back
