WHITE PLAINS — A project to redevelop the old White Plains Mall could take a major step forward next week when the city is expected to vote on a required zoning change.

If approved by the Common Council, the 3.74-acre site at 200 Hamilton Ave. would be the first project to receive the city's new Transit Development zoning.

Plans call for the crumbling 1970s era mall, owned by WP Mall Realty LLC, to be torn down and replaced with "Hamilton Green," a mixed-use development to include apartments, retail and restaurant space, outdoor cafes, a craft food hall, a co-working enterprise, a publicly accessible elevated green space and parking.

"I think it would be great for the area," said Margaret Boynton, who lives on Barker Avenue, which borders the mall property. "The mall is in pretty bad shape. This would bring new life to the whole neighborhood."

A final environmental impact statement for the project was filed with the city in May.

The redevelopment proposal, designed by Street-Works Development, calls for construction of four towers housing a total of 860 apartments. The craft food hall, restaurants and stores would occupy 85,000 square feet, with another 27,000 square feet dedicated to co-working and flexible office space. There will also be a four-story parking structure with 956 spaces.

The 40,000-square foot elevated "Hamilton Green" open space, the project's namesake and a signature component, would be publicly accessible from all four sides of the property. The plan calls for it to be furnished with tables and chairs, and designed as a park where small public gatherings, concerts and other activities could take place.

The multi-family apartments would be divided among four new buildings:

220 Hamilton Ave. will be 28 stories high and contain 275 units
240 Hamilton, also 28 stories, will have 258 apartments.
7 Cottage St., at the corner of Barker Ave., will house 112 apartments in 15 stories.

20 Barker Ave., which will wrap around to Dr. Martin Luther King Jr. Blvd., will have 215 units in 15 stories.

Renters and their guests would have access to a private 5,000-square-foot "Resident's Green," open space with grills and fire pits for outdoor relaxation.

Other resident amenities include a spa and fitness center, on-site pet care, bike storage, rock-climbing walls, a dog park and a theater.

"Hamilton Green has been designed to exemplify the qualities prioritized by the City’s Strategic Plan," the environmental statement says. "It would be a dense, vibrant, mixed-use community with varied architecture proximate to public transportation."

The zoning change was to be discussed at a Common Council work session Monday evening and voted on at the July 2 regular meeting.

this should be a shoe-in. This mall is an empty dump, and the city is gunning to revamp the transit center down the road. Sadly, the similar development replacing the Pavilion has stalled (for now), but that is on the other side of town.

This is great and all but what is it with all these Westchester highrise developments being mostly square and boring as can be? I would love to see some exciting avant garde architecture north of the city.

Its a start. Whats important are the units. Could be cost really. Why we won't see a stellar design with exotic materials.

to be fair, White Plains already has an eye-catcher in the Ritz-Carlton Towers. They need some more highrises to add some visual density to the skyline. Nothing currently matches those two towers. (this development would be to the left of the brutalist building)

Westchester IDA Announces $1.2 Billion Development In Downtown White Plains

Additional components include 85,400 square feet of retail and dining area, approximately 27,000 square feet of co-working space, a 956-vehicle parking garage, and a 67,000-square-foot elevated public park.

White Plains Mall makes way for Hamilton Green

Work to demolish the White Plains Mall got underway as August was drawing to a close, setting the stage for construction to begin of the highly anticipated Hamilton Green development. The mall had opened in 1972 at 200 Hamilton Ave. It was built at a cost of $6 million and had more than three-dozen retail tenants.

The White Plains Mall was perhaps most commonly known to Westchester residents as home to the White Plains office of the New York State Department of Motor Vehicles. The mall had approximately 170,000 square feet of retail space and 360 parking spaces in two levels, one at grade and the other on the roof of the building.

The mall property, covering approximately 3.86-acres, is bounded on the north by Barker Avenue and on the south by Hamilton Avenue. On the east is Cottage Place and to the west is Dr. Martin Luther King Jr. Blvd.

Among the mall’s more popular retail destinations were Hecht Hardware, McDonald’s, Bob Hyland’s Sports Page Pub, the Noda Hibachi & Sushi restaurant, the Kam Sen Asian Market, the Franklin Clock Shop, Coin Mint, Westchester Trains & Hobbies and Chillemi Shoe Repair.

The plan calls for Hamilton Green to be built as a two-phase project. Attorney Mark Weingarten of the White Plains-based law firm DelBello Donnellan Weingarten Wise & Wiederkehr LLP had told the White Plains Common Council, “In order to facilitate the financing and construction of this project, the property received approval for the creation of a commercial condominium, which enables the project to be financed and built in two phases.”

Developer RXR, through RX Hamilton Investor LLC, became the managing member and controlling member of Hamilton Green Partners LLC, owner of Phase One. In addition to building Phase One, Louis Cappelli’s construction company is expected to handle Phase Two. Plans call for much of the necessary site preparation for Phase Two to be done along with Phase One construction.

The approved Hamilton Green project incorporates 860 apartments in four buildings ranging in height from 150 to 280 feet, approximately 85,000 square feet of retail and restaurant space, approximately 55,000 square feet of open space that will be accessible by the public and 956 parking spaces. In 2019, the project was valued at $585.2 million.

Demolition Underway For Hamilton Green 900-Unit Property At 200 Hamilton Avenue In White Plains

Residents will also have access to a dog park, barbecue grills, fire pits, a golf putting green, and over 950 parking spaces.

In 2019, project costs were estimated at $585 million. Construction is expected to break ground next year and will be completed in several phases.

Long overdue for NYC’s second biggest satellite city (next to Jersey City).

Maybe now the gloves are off for a vertical showdown in earnest between WP and New Rochelle.

Newark and Jersey City are obviously bigger. Yonkers is the largest satellite in NY and would be the largest in all of CT. The resident population of White Plains is actually quite modest at under 60,000, which is less than Mount Vernon and New Rochelle. Yonkers is home to over 200,000. Bridgeport and Hartford are less than 150,000.

Stamford and White Plains both have large workforce populations however. White Plains surges to 150,000 during the day and 175,000 in Stamford.

Stamford has about 2 1/2 as many residents and probably a lot more jobs than White Plains. Regardless, it is good to see this development move forward.
