I've seen this building many times in person and in photos, and I am fairly certain it's not just an accidental optical illusion. If anything being surrounded by lighter glass should make the louvers look darker by comparison.
The design team did something with the louvers at the widest points so that they sometimes appear lighter than those a the narrowest points. It may not be color, since I think the louvers are the same color as the window wall frames, but it could be the spacing or the orientation of the bars that make up the louvers, or maybe even the color of the backup screening, that is causing the effect.
