New high-rise apartment tower is planned at 23rd and Walnut Street in Philadelphia

Another high-rise apartment tower may be coming to the west side of Walnut Street, according to renderings recently submitted to the Philadelphia City Planning Commission.

The plans show a 12-story multifamily building, with space for ground-floor retail, underground parking, and rooftop amenities. The lot at 2301 Walnut St. currently hosts a surface parking lot and a recently shuttered Rite Aid. But it is zoned CMX-4, an extremely permissive category that allows for great density and height.

The developer is listed as the Dallas-headquartered Trammell Crow Co.’s High Street Residential subsidiary, with prominent local firm BLT Architects in charge of design. The building would have 172 residential units, 32 underground parking spaces, 8,186 square feet of retail space, and 5,000 square feet of public space.

CCRA Public Meeting re: 2301 Walnut Street

The TrammellCrow Company plans to construct a new mixed use residential high-rise with retail at the corner of 23rd and Walnut, the former site of RiteAid and continues to 23rd and Sansom. The project is “by right” under the Philadelphia zoning code. However, the public will have input on the project as part of the Philadelphia City Planning Civic Design Review process.

Prior to that public meeting, TrammellCrow Company would like to present the project to the CCRA membership, neighbors and the Albert M. Greenfield Elementary School community. You do not have to be a CCRA member to attend: the intent is to inform and gather input from the neighborhood - so please, share and help spread the word. The architects for the project, BLT Architects, will present the plans, renderings, space program, and project details in a brief presentation. After the presentation there will be a question-and-answer session.

Yeah... it's not great...

Poor design and way too short and stubby for the area. This lot is begging for something taller and of high-caliber design.

A total disappointment, and the lack of height is a bummer, but the issues with this go far beyond height...

This is the site of the former Rite Aid. Manville Place was proposed 1 block directly West.

The design is terrible but the scale is similar to the Roosevelt Apts and the Riverloft Apts so it's not a terrible proposal..but I agree, a missed opportunity for something game changing.

Now, gotta be honest, i like this more then the black and white they had before. still ugly, still to short and stubby, but its better then what it was (Not by a lot) Im hoping the neighborhood rejects the design, I wish it were at least 24 stories, and a glass box would be better ngl

The plans are by ’by right,’ so no zoning variances are needed. The only reason they have to present plans to the RCO is that that’s a requirement as part of the toothless Civic Design Review process.
