They're done building it, but it doesn't really allow "through traffic" exactly because it connects to the sub level of Wacker (the lowest level where the auto pound is) and not to Lower Wacker (the middle level that is a busy 6-lane connector road). Sub Wacker just leads you to other sub level streets with loading docks, or the parent dropoff area for GEMS. You have to go up a level to exit the LSE/Illinois Center area.
I think Urban Politician was referring to the Upper Wacker level connection to East Waterside Drive to complete the loop around LSE. The connector is shown in part in your linked streetview.

Yeah, the upper level connection is open too. It's pretty quiet though, not a lot of traffic so it works nicely as a shared auto/pedestrian space. However, they are not done with all the landscaping for the "plaza" and dropoff loop in front of the St Regis hotel entrance, which is at the stub end of Upper Wacker. I'm guessing they won't finish it until the hotel opens.

Magellan still has a lot of inventory to sell between Vista and Cirrus. We may still be a year or two out from seeing parcel I get moving. Tribune is only proposing ~125 condos and I assume they will all be pretty high end, like St. Regis' upper units, which is why I think it's a good indicator.

Here's my question. When is that restaurant gonna open?

Those are going to be some BAD ASS views. I"m going to enjoy sipping some drinks in there. I might just go there for a few drinks and the views alone

Gotcha, forgot about that. I'm assuming 400LSD is also pretty likely to happen considering Related is reputable. Despite not being a supertall I'm excited for that addition too, they're gorgeous towers.

Imagine the Chicago river being a supertall canyon a few years from now, Parcel I (assuming it may clear 300+) and Vista at the gate and Tribune and Trump in the background.
