Not quite. The Guardian missed the important detail that a second reading by council is required before it’ll actually be “approved.” That should take place second week of April, at which point a certain someone will be beating down IRAC’s door with a second appeal on this much need project. So, we might see this get going next summer? Spring 2026?

PORTHOUSE NEAR APPROVAL



After three years of delays, including a challenge to the Island Regulatory Appeals Commission (IRAC), Charlottetown City Council is close to granting final approval for the Port House Development.

The developer won its IRAC appeal, and council unanimously approved an exemption to the city's zoning bylaw for how high a building can be at the project's planned location.

Final approval could come on April 9, when the motion has its second reading.

In an emailed statement to CBC, a city spokesperson said after second and final reading, there will be a 21-day appeal period, during which the application is open to appeal to IRAC; the last day to file such an appeal is April 30.

The bylaw also requires the Minister of Housing, Land and Communities to sign off on the city's decision.

Charlottetown's spokesperson said in future other, taller apartment buildings might be considered to address the city's housing needs, but no specific locations have yet been identified for such developments.

Other taller buildings may be needed… what genius figured that out. It’s funny how they “protect” the 500 lot area but a lot of the buildings in that area are pretty rough. The area from Water, Haviland, Sydney & Queen is one such area. The other being from Great George, Water, Weymouth & Sydney. There is some character houses in these areas, but they could be prime areas for redevelopment in my opinion.

You just know the person who appealed it last time already has an appeal ready to file. Even with the new rules around who can file an appeal, this person does live nearby, and can likely make the argument for being an aggrieved person. I hate being negative, but you just this will happen…so add another year or so to the timeline, which will increase the overall cost to developers, which then puts the project at risk of being cancelled again.

Yeah you shouldn’t be able to appeal the appeal. The bureaucracy of this city is just so stupid! When I lived in Summerside I don’t remember it being bad for appeals, however it could have just been that there was less developments overall to appeal. Easily the worst city in the region to try and get any residential buildings built.

The developer should be allowed to sue the aggrieved person for cost over runs. That'll put a certain stop to appeals.

The former Maritime Christian College is now gone, all of it! So I hope the Gray developer is PDQ (pretty darn quick) with starting this development (I heard June). We need the housing and the extra 250 rooms will free up houses and apartments in the area that are presently being rented out to students.

Sperra development in Stratford is moving on, albeit slowly. There has been some change but not a lot since the last photo I took weeks ago. Usually steel goes up fairly quickly.

Here is the words presented to Council at the public consultation for the Porthouse development by Andrea Battison. After appealing it once, her she is again threatening to try it again. Here is what she said,

Resident Andrea Battison stated she couldn’t find any elevation drawings that included the surrounding buildings for a reference point so she made her own. There shows a dramatic transition against other surrounding buildings with is against the Official Plan and strongly urges Council not to approve the request. There are various exemptions noted. The development s proposed seems too big for the site and for that reason she strongly urges Council does not approve the request.
Expect another appeal, even if it gets tossed out, it still presents a huge delay!! Cost overruns will eventually cancel it, that is what she hopes for.

Under the new appeals rules, I don’t think she can appeal it. Or did Charlottetown not adopt the government changes which only allows an aggrieved person (who lives near the project to bring forward an appeal). If I’m correct this lady lives in Brighton, no where near the development.

Also if I’m correct when you go back, she’s appealed almost every project put forward in downtown.

After 12 years, which was approved by council four years ago, a permit finally has been issued. After delays and delays, finally. Things sure work slow here!!
