NYC to reinvent the pay phone for the modern age

New York City plans to build up to 10,000 Wi-Fi hotspots by transforming outdated pay phone kiosks into modern communication hubs, and issued a request for proposals on Thursday from the private sector for the contract.

The city's plan, which began with a public outreach period in 2012, imagines the repurposing of 7,300 pay phone stands and new installations of many more in all five boroughs. The new communications hubs would prioritize internet connections, but still have the capacity for voice 911 calls.

“For years, the question was, ‘What to do with payphones?’ and now we have an answer," Mayor Bill de Blasio said in a statement. "By using a historic part of New York’s street fabric, we can significantly enhance public availability of increasingly vital broadband access, invite new and innovative digital services, and increase revenue to the city—all at absolutely no cost to taxpayers.”

The winner of the bid would be in charge of installation, maintenance and operation of the hubs, and must be deployed within four years. Digital advertising in commercial corridors would fund the lion's share of the work. City officials said the agreement will generate $17.5 million in revenue annually for through a franchise agreement through 2026.

While city officials say they're open to a broad range of design options, they hope the winning bids will include cell phone charging stations, touch screens to display public information or facilitate business transactions, and rely on solar energy or other independent power sources.

Real estate execs laud de Blasio’s affordable housing plan: May 05, 2014

Mayor Bill de Blasio’s unveiling on Monday of a $41 billion plan to create 200,000 units of affordable housing over the next decade — an initiative that he described as “the largest and most ambitious program in the history of the United States” — was immediately hailed by a number of prominent voices from the real estate industry.

Steven Spinola, president of the Real Estate Board of New York said in a statement that the plan “identifies the problems and provides a realistic roadmap for solutions.”

Bill Rudin, CEO of Rudin Management and chairman of pro-business group the Association for a Better New York, said that “we agree that the time is right to take bold new steps to address our city’s housing crisis and we applaud Mayor de Blasio and his administration for issuing this important plan.”
The mayor’s scheme seeks to preserve 120,000 affordable units and build 80,000 new units across the five boroughs. The plan will create 194,000 construction jobs and more than 7,000 permanent jobs in the process, de Blasio added.

David Picket, president of the Gotham Organization, applauded the proposal. He noted that 250 Ashland Place, which Gotham is developing, would keep 282 of the 52-story tower’s 586 units permanently affordable for low-and-middle-income families.

Despite the initial response to the plan, some of the methods the administration will use to meet its aggressive target may not sit so well with the industry. The scheme, for example, calls for mandatory inclusionary zoning, which stipulates that, in all rezonings that substantially increase a development’s housing capacity, the developer will be required to build permanently affordable units “in order to ensure diverse and inclusive communities.”

Spinola and other industry voices have previously expressed their concerns about mandatory inclusionary zoning and have come out in favor of the existing voluntary inclusionary zoning program.

De Blasio’s new plan also puts an end to the 80-20 development model, which provided low-cost financing – in the form of 421-a abatements or other incentives — for developments in which at least 20 percent of units are affordable. The new plan will push for as much affordability as possible at each development project, the mayor said.

“Every site is different and every situation is different,” he said. “We’re going to drive a hard bargain.” He noted the example of the Domino Sugar Factory redevelopment project, where his administration pushed through an eleventh-hour deal to create more affordable units at the site.

Brooklyn Bridge Park condos selling at record prices

Revealed: Prospect Plaza

L&M Development picks up East Village site for $12.5M

A proposed East Village development site plans to bring a 12-story, mixed-use building to a site on the west side of Avenue D between East 6th and 7th streets.

L&M Development Partners acquired the retail site at 79-89 Avenue D for $12.5 million from the Fried family. Eastern Consolidated’s Nancy Tran and Alan Miller, who recently departed to join the Soho-based investment and advisory firm 5Points Group, arranged the sale, according to a release.

The existing single-story structure contains 72,300 square feet of floor area, which can be expanded to 96,400 square feet with an inclusionary housing bonus. L&M Development Partners plans to redevelop the property so it can house both ground-floor retail and residential units rising up to 120 feet.

DOB filings indicate 2040 Frederick Douglass Boulevard will total 87,776 square feet, including a 4,677 square foot commercial component, and an 8,481 square foot community facility. The remaining 74,621 square feet will be divided between 50 residences, a decrease from the 56 that were formerly announced, and the building will stand 12 stories and 140 feet tall.
2040 8th Avenue’s redevelopment is a boon for the neighborhood at large, as the BP gas station had survived long past its prime. While the revitalization of Harlem began relatively recently, the site of FX Fowle’s latest building is situated in a prime location — the Uptown equivalent of a less-central Columbus Circle.

Last December, it was revealed that a mixed-use building would replace a gas station on Central Park's northwest corner at 2040 Frederick Douglass Boulevard, and now Harlem Gal has the first rendering of the building, showing a 12-story building with multiple setbacks. The curved facade is mostly glass and dominated by floor-to-ceiling windows, but the side will be clad in grey brick. FXFOWLE designed the structure, and permits filed with the Department of Buildings show that it will measure 87,776 square feet and hold 50 units. Artimus Construction is the developer, and Harlem Gal notes that the construction fence sign says it will be complete by winter 2017.

A plan exam for the project was disapproved in April, so the rendered design may be slightly outdated, but the delay is likely due to technicalities. 170 South 1st Street will have 4,130 square feet of warehouse space and ground-floor retail, 435 feet dedicated to a community facility, and 11,618 square feet of residential space, which will be divided between seven units.
With a comprehensive program including a variety of uses, the scheme for 170 South 1st Street will be a marked improvement for the developing neighborhood, and the ground-floor retail will activate the street-scape. The residential component will be somewhat limited, likely indicating condominiums rather than rentals.

313 West 121st Street

Filings with the Department of Buildings indicate a duplex garden unit instead, but still six units total. As proposed, the building would have a glass facade that's sliced at an angle to create balconies for the units.
