Why Qutub Minar is Not Open to the Public Like Jama Masjid

From I have read, the climb up the Qutub Minar has been closed to the public since a deadly stampede in December 1981 and officials cite safety reasons for this. However, the climb up one of the minarets of the Jama Masjid is still open to the present day despite a staircase with similar conditions. I think that the climb to the top of the Qutub Minar should be reopened with adequate safety measures like an editorial suggested. Reopening the climb at least partway up nearly happened in about 2003.
