The FXCollaborative building going up at 258-278 is 15 floors. Thats really the absolute bare minimum of density for sitting on top of a subway station on a major Manhattan avenue. This thing is half that height. What's the zoning here? Is there some sort of view preservation with Penn South written into it? Is it technically on Penn South grounds. If so, that might be the explanation here.
On a side note, whatever eventually replaces the dumpy Mt. Sinai building bounded by 23rd/Eighth/24th will likely be big as its a perfect lot to accommodate something substantial.
