I believe the taller 3 steel beams on the right marks the beginning of the crown.

Not quite the crown, there will be one final setback. But steel is up for all of the office floors. The remaining floors will be mechanical and event space.

I love how it makes One Vanderbilt, 432 Park, and the Chrysler Building look small and its still far from topping out

This rendering from the OP shows that the brightly lit crown is 16 floors above the next setback, and I seem to see 16 floors in the latest photos, so Manhattan Man was probably correct:

From the night rendering (close up) it looks like there may be outdoor space on the terraces, that would be epic.

Could be something else though...
