Bingo. There is no reason for any of the highways to go all the way downtown, let alone create a girdling loop around the entire urban core. Even if you accept urban freeways as necessary, we could easily dispense with at least I37/281. These freeway burying projects are INSANELY expensive, the money is better spent on transit.

I've always felt we could at least have 281 terminated at Hildebrand. It would allow the Zoo to have more land and create and much better connective space with just a boulevard there. 37/281 could re-emerge as a highway at 90 to keep costs down.
