I wonder if its an observation deck?

I mean, if you get some disco lights in there, could be a cool dance room or private party club.

I believe its only purpose is it will move up and down on the building. It won't be an observation deck, it will be nothing more than a cool little feature to look at on the outside of the building that will be lit up at all times and move up and down.

Interesting piece of info hidden in this article. Explains why its been kinda slow, but it looks like they will haul ass on this come summer time. Just as the heat reaches over 100F. Heat stroke = faster work.

County OKs land use for $4 billion Resorts World project

Clark County commissioners gave developers of Resorts World Las Vegas the go-ahead Wednesday to move forward on the $4 billion hotel-casino project.

Without discussion — the item was approved on the Zoning Commission's consent agenda — the board signed off the site entitlements for the 87.8 acre north Strip location. Plans call for Resorts World to house more than 7,000 hotel rooms, suites and villas with four high-rise hotels and an arena/conference center.

Malaysia-based Genting Berhad plans to move forward with an initial phase calling for a hotel tower with 3,307 rooms and suites and more than 657,000 square feet of public space, including a movie theater and convention facilities.

Resorts World Las Vegas General Counsel Gerald Gardner said commission approval "was a significant step in the project," which has sat dormant since Boyd Gaming Corp. halted the Echelon development in August 2008. Genting purchased the site, once home to the Stardust, in 2013 for $350 million.

Construction workers have been finishing the parking garages in anticipation of a full-scale construction project commencing this summer.

"The entitlement allows us to use the land as intended," Gardner said.

Genting expects to begin searching for a construction manager to oversee the development in a few months.

Designers are completing plans for Resorts World, which, according to documents filed with the county, will depict a Chinese themed architectural design that includes the "Forbidden City" and "modern interpretations of Chinese details."

I wish Genting would just sell their land in downtown Miami and realize that Casino gambling is not coming to Florida anytime soon.

I'm hoping for a boom. I mean, there are things in the pipeline that will be massive, where talking 1000's of hotel units and tons of retail space, but I'd like to see a residential boom. Units are being built in terms of single family homes, but those are boring, and some more towers would be nice.

Genting’s Resorts World Las Vegas Gets Regulatory Approval

The site of the former Stardust Resort and Casino and the failed Echelon project will now be occupied by a multi-billion-dollar Asian-themed integrated resort, owned by major casino operator Genting Malaysia. Resorts World Las Vegas has received the necessary regulatory approval by the Nevada Gaming Commission and developers are now ready to move forward with the ambitious project.

It was earlier this week when the Malaysian gambling operator was given the green light to proceed with the construction of its mega-resort, initially valued at the amount of $4 billion. After the necessary licenses have been stamped by the state gambling regulator, work on the complex is expected to commence towards the end of 2016. Resorts World Las Vegas would be the first integrated resort to be built in Las Vegas for a decade now.

According to initial plans, the complex would feature 3,100 hotel rooms and a casino spreading over 150,000 square feet. The resort is expected to be completed and launched early in 2019. The choice of a Chinese theme for the project was not an arbitrary one. Resorts World Las Vegas is to be built with the intention to attract the attention of Chinese players, particularly ones wealthy enough to travel to the US to spend a dime on gambling.

Genting purchased the site of the former Stardust Casino back in 2013 for the amount of $350 million. The plot was to be used for Boyd Gaming’s Echelon Place. However the project was abandoned as Las Vegas was among the places in the US to be the most severely hit by the Great Recession.

It could be said that the Entertainment Capital of the World has had a tough decade. But as people with knowledge of the matter have commented, the construction of the Chinese-themed mega-resort represents the city’s rebirth and willingness to bring back its former glory and glamor.

Las Vegas, Asian investors bet on Sin City’s Chinese tourism

Sin City and Asian investors are going all in on Chinese tourism as some of Las Vegas’ latest developments on and off the Strip target Chinese nationals and Chinese-Americans.

The Chinese have been regulars along the resort corridor for decades. Now, officials and developers intent on capitalizing on burgeoning Chinese wealth and Asian-American population growth are courting them in a major way.

Nonstop flights from mainland China are planned for the first time, and two Asian-themed casinos will be among the first post-recession additions to Sin City’s glittering skyline.

The new hotel-casinos boast of plans for what some other resorts such as the MGM Grand, Wynn and Venetian have quietly offered for years. Guests will be treated to familiar foods, Chinese-speaking service employees and the table game of choice, baccarat.


“The Chinese do quite enjoy a very Chinese experience. They do gravitate toward Asian amenities. At Wynn Macau, it’s mostly Chinese restaurants and menus in Chinese,” said Alex Bumazhny, gambling analyst with Fitch Ratings.

The Lucky Dragon Hotel and Casino is expected to open this fall, and Resorts World Las Vegas is set to begin construction in earnest by year’s end.

By Las Vegas’ standards, Lucky Dragon is a modestly sized property set on 3 acres just off the Strip. It will have 200 hotel rooms and a casino floor spanning 27,000 square feet.

Lucky Dragon executives said the new casino will focus on domestic Chinese gamblers, calling them an underserved niche market made up of Chinese people who live in America’s ethnic enclaves, including local Las Vegans, the reliable weekend hordes from California, and tourists from the Pacific Northwest and East Coast.

The mega resorts catering to Chinese gamblers target “ultra-high-end players,” while the more casual Chinese bettors are left with more generic amenities designed for “American white people,” said Dave Jacoby, Lucky Dragon’s chief operating officer.

“We’re playing on the existing market that isn’t served well,” Jacoby said.

The developer is a privately held entity known as the Las Vegas Economic Impact Regional Center. The casino is financed with money from Chinese investors through the EB-5 visa program, which grants green cards to foreigners in return for investments of at least $500,000 on job-creating projects. Lucky Dragon was an easy sell given Las Vegas’ appeal in China, Jacoby said.

For the years-delayed Resorts World on the Strip’s northern end, the blossoming Chinese tourism business will be a bonus by the time it opens, now projected for March 2019.

Crews place work platform on Resorts World Las Vegas site

Construction crews placed a tall aerial work platform on the Resorts World Las Vegas site on the Strip, an indication that work could soon begin in earnest on the Malaysia-based Genting Group’s planned $4 billion, 3,000-room Chinese-themed property.

A worker on the site said the platform would be used to inspect scaffolding on a tower construction site in advance of construction cranes being placed there in March. The worker said the company has bids for five cranes, but no signed contracts. Cranes are in short supply as a result of out-of-state construction projects.

And it hits you; There is something going on here.

“Well, we've been increasing our site preparation work - it's continuing to ramp up on the Resorts World Las Vegas site,” says Michael Levoff, Senior Vice President for Public Affairs for Genting Americas, a subsidiary of Genting Group, the Malaysian company building the $4 billion resort.

The site is surrounded by fencing, so it’s hard to appreciate the under-the-radar construction that’s taking place.

“We've been in the process of issuing contracts for major aspects of our construction program … that we expect to start commence in the next several months,” Levoff tells News 3 from New York. “There’s a variety of work going on in the back of the site, in regards to our utility service to the site. Our central plant is back there, and our employee parking areas are also back there.”

The parking garage is the one truly visible piece of progress. It is finished, awaiting the several thousand construction workers who will descend up the site in phases.

Resorts World sits on the site of the old Stardust, which was imploded in 2007. It will incorporate pieces of the abandoned Echelon, Boyd Gaming’s boom-years answer to City Center. Boyd stopped construction of Echelon in 2008, when the Great Recession hit, leaving a footprint of a resort that would never happen.

“A lot of what was left over from Echelon is practically a decade old now,” Levoff says. “So a lot of the work that has been done thus far has been that rehab, as well as checking out – making sure that everything is structurally secure and would permit us to continue to build on the existing footprint.”
The fencing teases tourists with what the project is supposed to become: an Asian-themed megaresort near the heart of the casino corridor.

“The last time we were here this was all empty,” said Morag Campbell, visiting Las Vegas with her friend Irene Shields. They flew here from Scotland.

“So we wondering: we being nosy. It's a new hotel?” she asked me.
Thousands of rooms, I told her: 3,000 to be exact, drawing in Asian customers worldwide.

Resorts World Update: Facade in Progress

Part of the Resorts World facade is rising above the Strip.

A very welcomed discovery by our friend and eye in the sky, Sean at Sky Las Vegas yesterday as the curtain wall for Resorts World is getting a test run in the sun. We do not know for sure if this is a test or if the rest will be put in place soon, but we guess this is a test. Why? Well, the pieces presently installed were the only ones delivered thus far by Enclos, a company specializing in building facades. Enclos is responsible for the curtain wall of many Las Vegas resorts such as Aria, Encore, The Palms, Wynn, The Venetian, Wynn, and MGM Grand amongst others.

Resorts World Exclusive: First of Five Construction Cranes Being Installed

Well, folks, it looks like there is more than just smoke and mirrors at the Resorts World construction site. Our eye-in-the-sky, Sean at Sky Las Vegas, was able to capture this photo of crews beginning to assemble the first of five cranes at the now lively construction site. The bases for the cranes were installed over the past few months while crews simultaneously dismantled steel portions of the Echelon Place skeleton.

'Business Is Booming': Las Vegas Prepares for $7 Bln 'Chinese' Mega-Resort

A Malaysian casino company is building the most expensive resort Las Vegas has ever seen - costing a cool US$7 billion. Sputnik speaks to two casino and gaming experts in Nevada about how Sin City has changed over the years and how it has bounced back from the slump of 2008.

The Malaysian leisure and gaming company Genting began work in 2015 on the Resorts World Las Vegas complex, on the site of the city's famous Stardust casino, which was demolished amid great fanfare in 2007.

Rick Velotta, gaming and tourism reporter for the Las Vegas Review-Journal, said Genting have said the new resort will have a "modern Chinese" theme.

The site was originally earmarked for the Echelon Place hotel complex but the owners, Boyd Gaming, pulled the plug on construction in August 2008 in the middle of the recession which hit the US as a result of the sub-prime mortgage crisis.

Boyd sold the site, which is at the northern end of the famous Strip, to Genting and construction is now under way with plans to open in 2020.
