The good news is that (for now at least), no affordable housing activist groups have objected to moving along this project by 2024.

Construction will probably still not happen until the middle portion of 2024 at the earliest, since funds for affordable housing will continue to be sought until April 2024.

It will be interesting to see how construction proceeds at the site of 5 WTC. Probably one of the first steps (after removing all the planters on the sidewalk, removing all the police and civilian vehicles off the site, moving in construction equipment and then fencing off the site to pedestrians) will be to tear up the asphalt parking lot and dig up the ground underneath before steel installation can begin.

This process will probably be similar for the process at the site of Two WTC if/when construction on Two WTC begins.

Amen to this. Allowing terrorists to eternally damn our land adds insult to injury. We built a modest memorial after the '93 bombing without forsaking the WTC plaza or hotel.

The U.S. Department of Housing and Urban Development last month approved a proposal by the Lower Manhattan Development Corporation to redirect $21 million from a joint state/city jobs program and about $10 million from waterfront funds for unspecified “affordable housing” purposes.

State officials had argued that a 100% affordable tower was not financially feasible and provided estimates that constructing such a project would require $900 million in government subsidies.

Before HUD approved the funding shift from jobs to housing, two local lawmakers had urged LMDC to direct those dollars toward affordable housing at 5WTC. In Sept. 7, U.S. Rep. Dan Goldman (D-Manhattan/Brooklyn) and state Sen. Brian Kavanagh (D-Manhattan) sent a joint letter to LMDC President Daniel Ciniello.

“We understand from discussions between LMDC staff and our offices that the reallocation of funds LMDC is now proposing would be consistent with using these funds to increase residential affordability at 5WTC,” the reps wrote. “We urge you to continue to work with us and the relevant federal and state agencies to achieve this goal.”

Mariama James, one of the cofounders of the Coalition for a 100% Affordable 5WTC, grew up in Lower Manhattan. She said the neighborhood, where residents were once few and concentrated largely in middle-income, racially diverse developments such as Independence Plaza and Gateway Plaza, has changed into an overwhelmingly affluent and white population.

“As I was growing up here, we had multimillionaires, we had superstars that you could bump into on the streets, Sarah Jessica Parker, Robert De Niro,” she said. “But we also had starving artists, and everyone could afford to live together. That’s not the case anymore.

Of the $31 million HUD recently approved for affordable housing, $21.3 million had previously been allotted to the lower Manhattan Job Creation and Retention Program, designed to assist businesses that agreed to stay in or relocate to lower Manhattan.

Another $2 million is getting reallocated from East River Waterfront Access, which the LMDC described as “completed and fully funded project,” in addition to $8.2 million getting reallocated from Pier 42 on the Lower East Side, which EDC is transforming into a park. LMDC asserts that sufficient funds are available elsewhere in its development programs to ensure Pier 42 gets done.

Before the cams went off, it appears there was ongoing work in replacing some of the panels on the dome of St. Nicholas Greek Orthodox Church. Sections of the dome roof were much whiter and opaque where work had been done.

Sorry if this has been asked before, but will this tower go adjacent to the church or over it a la Citicorp Center?

Is this still planned to start this year? I hope they keep the current design as it was pretty nice.

It’s located on the site of the former Deutsche Bank building, which was heavily damaged during the 9/11 attacks. Some of the apartments will be earmarked for New Yorkers impacted by the attack.

Upon completion “5 WTC” will be one of the largest affordable housing developments in lower Manhattan and the only residential site at the World Trade Center, according to the state. The 900-foot tower is being developed by Brookfield Properties, Silverstein Properties, Omni NY and Dabar Development.

A state official confirmed construction is expected to start before the end of next year.

In February 2021, a new design was announced for the new 5 World Trade Center to be developed by Silverstein Properties and Brookfield Properties. The new design calls for a 910-foot (280 m) tall mixed use tower rising 80 stories. The tower will consist mainly of 1,200,000 square feet (110,000 m2) of residential space spread over 69 floors, numbering 1,325 units, with 30 percent or roughly 360 units of the apartments being set aside for permanent affordable housing.[46] The base of the tower will include the lobbies, 7,000 square feet (650 m2) of retail, 55,000 square feet (5,100 m2) of public amenity space spread across 2 floors, a floor with 12,000 square feet (1,100 m2) of public space and 190,000 square feet (18,000 m2) of office space spread across 6 floors.

Construction of this building is held up because local politicians and 'affordable housing' activists are demanding more time be spent since construction was greenlit to see if there is still a way to find additional funds to allocate as much space to housing units as possible. Basically back and forth between developers and politicians and activist groups and stalling until the last minute when it's undeniably clear there's absolutely no more housing units that can be allocated and it is undeniably clear there are no additional funds that can allow for allocation of more housing units.

A spokesperson for Empire State Development and the Lower Manhattan Development Corporation, Emily Mijatovic, told THE CITY that the $31.7 million is not yet earmarked toward any project. “LMDC is working on determining how to use the funds,” she said.

In March, Cinello announced at a board meeting that LMDC is in the process of winding down its operations. The Real Deal reported last month that it’s expected to cease operations by March 2024. Mijatovic did not respond to a question from THE CITY about its future.
