Toronto has Dallas level growth rates but also has restrictive development permissions which highly discourage outwards growth of the urban area.
There are rules where 50% of new units have to be within the existing urban area, and the real number is actually higher than that.
Plus Toronto is Canada's NYC and serves as the "big city" for the country. Imagine if NYC had Dallas level growth rates and grew at 1.5-2% annually.
