We could subtract JFK Airport from Queens (19 km2) and the 348 km2 from the Green Belt inside Outer London. Of course there are massive parks inside Outer London (Richmond Park, for instance, 3x the size of Central Park) which are not included on the Green Belt.

I got 9,216 inh./km2 for Queens and 5,961 inh./km2 for Outer London. Both dense for urban areas.

P.S. According to this article, 60% of London is undeveloped land. That's a lot.
