Surprise: A casino in downtown Jackson? Bill would give special treatment to development

In a move that caught gaming regulators and the Mississippi casino industry by surprise, a bill being fast-tracked in the House on Tuesday would allow -- and provide state support -- for a casino on the Pearl River in Jackson.

It appears the developer of this casino, should the measure pass, would get unprecedented special treatment never shown another casino in Mississippi, including state financial backing and opening one specific site in a county that otherwise does not have legalized gambling. The measure would appear to go against three decades of state casino policies including a "level playing field" free market system for potential developers.

House Ways and Means Chairman Trey Lamar late Monday filed House Bill 1989, for the state to provide loans and borrow money to help a casino development in the Jackson Capitol Complex Improvement District. Lamar's committee is meeting Tuesday morning and expected to take up the measure.

The bill appears to sidestep the normal processes for a casino, and is aimed at helping only the one developer, unnamed in the bill. It would create a special fund for the project, and provide loans and issue bonds.

Both the director of the state Gaming Commission and the head of the Mississippi Gaming and Hospitality Association said they were caught by surprise by the proposal.

Mississippi's casino industry has been praised for operating on a free-market system, with all developers going through the same licensing and other processes on a level field and the state has not in the past financially helped an individual project.

"Most people look at that as what has helped our system be successful," said Jay McDaniel, director of the Mississippi Gaming Commission. "... All I can tell you is this is pretty much a surprise. The Gaming Commission has not been consulted ... The question for me is, who makes the decision who gets that license?"

The bill says the site of the casino development would be within 6,000 feet of the state Capitol, owned by someone already operating a licensed casino and would have a minimum capital investment of $500 million.

Larry Gregory, director of the Mississippi Gaming and Hospitality Association, said he and member casino operators were also caught by surprise by the measure as he waited outside Ways and Means for a committee meeting to start.

A Senate leader on Tuesday said that former Gov. Haley Barbour has recently pushed the casino development with state lawmakers.

America’s 1st ‘green steel’ plant coming to Perry County in $1B federal investment

PERRY COUNTY, Miss. (WDAM) — A new “green steel” plant will soon put Perry County on the map for clean energy manufacturing and create hundreds of new jobs.

The Department of Energy’s Office of Clean Energy Demonstrations announced the $1 billion investment for two hydrogen-ready iron-making facilities in Perry County, MS, and Middletown, OH. They will be the first plants of their kind in the U.S.

Green hydrogen, made from new, renewable energy resources, can make fossil-free iron in modern direct-reduced iron (DRI) furnaces. Many climate advocates have called for America to adopt this technology due to its purported improvements over traditional iron and steelmaking processes for both community and climate health.

“The first proposed green steel plant in the United States, supported by the Department of Energy, is a crucial step toward revitalizing American manufacturing, fostering healthier communities and creating future-proof jobs,” said Hilary Lewis, the steel director for Industrious Labs. “With this investment, the Biden administration has notched its first win in the global transition to green steel.”

Swedish green steel leader SSAB will develop the green hydrogen direct reduced iron plant in Perry County. It will be the first commercial-scale facility using HYBRIT technology, with green hydrogen from Hy Stor Energy. The DRI will send its green iron to SSAB’s existing electric arc furnace in Iowa to make green steel.

The Ohio plant will replace the coal-based blast furnace at Cleveland-Cliffs Middletown Works in Middletown, Ohio, north of Cincinnati.

These new hydrogen-direct reduced iron plants will retain existing workers and further grow the union workforce. Between the two plants, developers project they will create 7,200 construction jobs and 710 permanent jobs.

“As our recent report shows, investing in fossil-free steelmaking is a boon for job creation and retention, enhancing community health and improving quality of life,” said Joanne Kilgour, the executive director of the Ohio River Valley Institute. “But we’ll only realize the full benefits if these facilities are powered by 100% green hydrogen made with new renewable energy resources.”

Steel is traditionally made with iron ore in coal-burning blast furnaces. These blast furnaces transform iron ore into iron, the foundational element for steelmaking, through a high-temperature process fueled by coke, a purified form of coal.

Due to its reliance on coal, the global steel industry is responsible for 11 percent of global climate pollution.

Senior Campaign Strategist at Industrious Labs Maricela Gutierrez believes the plants in Mississippi and Ohio are essential to meeting the growing demand for low-emissions steel from industry leaders like Ford and GM.

“In the chicken-and-egg game of supply and demand for sustainable materials, today’s announcements clarified that clean steel is coming,” said Gutierrez. “Now, we need key steel buyers like automakers to help secure these investments by signing advanced purchase agreements.”

Globally, there are just 10 other announced green steel plants, all in Europe.

A new historic bike and walking trail was unveiled today on the Hinds CC Utica Campus

A new historic bike and walking trail was unveiled today on the Hinds CC Utica Campus!
This is commemorative of the story of the school's founder William H. Holtzclaw traveling on a bicycle to the city of Utica to start the college.
There was a brief program that saw the unveiling of the new trail markers located around campus that detail various facts about the school.
Each marker had a student stationed there to explain the marker's history as attendees toured the campus via bikes.
The bikes will be available to students, faculty/staff, and the community at no cost, simply check the bike out using an app and tour the campus!

AG Commissioner Andy Gipson announces new partnership with JSU

JACKSON, Miss. —
The Mississippi Department of Agriculture and Jackson State University announced a new partnership to promote not only the school but the community as well.

With this partnership, JSU now has its school colors on Bureau of Regulatory Services 2024 Inspection Stickers.

These stickers will be used on consumer products, promoting the university throughout the state.

JSU's president, Marcus Thompson, shared his excitement about the partnership.
"It's amazing that we'll be seen across this state anytime individuals consume products like petroleum or going into those marketplaces," Thompson said. "So, we're excited that 'thee I love' is displayed across the state of Mississippi."

Along with this collaboration, Agriculture Commissioner Andy Gipson has opened the door for students to have internship opportunities with his department.
"We have a need in this state and it's workforce development. That need not only translates to the private sector where it is very real, but also in the Department of Agriculture. We have a need for a constant pipeline of young people who want to work," said Commissioner Gipson.

Gipson also announced that they have signed a contract to keep the Mississippi State Fair in Jackson for the next 10 years.

Looks like the bill that would invest in building a casino in downtown Jackson has died. Some lawmakers felt it would hurt the casinos in Tunica and Vicksburg. Maybe next year..we really need some entertainment in downtown Jackson to give young people something to do outside of working. Hopefully they can build an arena or football stadium downtown to bring more concerts to town!

The community offers input on Fondren’s long-term future plan

JACKSON, Miss. (WLBT) - Fondren is taking control of its future and growth, getting input from the community on what they want to see.

Thousands of Fondren residents and businesses are currently weighing in on a long-term plan that will ultimately shape the face and makeup of the district over the next decade.

“Fondren Forward is really an opportunity for us to dream about what the community looks like in the next life,” said Jonathan Lee.

The Fondren Renaissance Foundation Chairman said that dream will become a reality with community input. The Fondren Forward long-term plan is taking shape to address everything from zoning to business development, housing, and recreational and cultural activities.

“The idea of the whole initiative is to have something in hand that maybe as a community and even in partnership with the city, we can go to developers with ideas about what we know the community will support,” said Lee.

Fondren Forward fundraiser and manager Sandy Carter said businesses, churches, and individuals have raised more than $280,000 to hire an urban planner. The goal is to increase the number of its 6,100 residents and plan for a diverse mix of community amenities, activities, and services.

“Every urban planner we talked to said that Fondren could easily handle 12,000-15,000 residents,” said Carter. “So we want to see the growth from about State Street west. There’s some great houses there that need to be rehabbed. We want to see some of that.”

The organization is working with the city of Jackson, which projected Fondren’s population would decrease by over two percent in the next five years. A third community meeting is scheduled in about a month. They hope to have a formal long-range plan by the end of September. Jones College holds ribbon-cut ceremony for livestock barn

ELLISVILLE, Miss. (WDAM) - The construction of the new Jones College Livestock Show Barn is now completed.

The college has the first community college livestock show team in the state, and this new facility will allow students to work with young cows, groom them and advance showmanship skills.

“I do feel as a product of this show team; I will be a product member of society and the workplace where I’ll be able to work with others,” said Grant Goree, a live show team member.

The farm sits on 190 land acres with the barn at over 8,000 square feet.

It includes 14 animal stalls, a feed room, bathrooms, a kitchen, an office and a large wash rack.

Members of the community and students helped with the design and construction.

“We need to recognize this was built with college funds and the men and women of Jones built it and it just goes to show that we have those skills,” said Dr. Jesse Smith, president of Jones College.

The cost to build was over $400,000.

The barn will be mainly used for the livestock team, but other agriculture programs will hold classes there as well.

“It has a little bit of space for some classroom activity,” Smith said. “It has growth areas in there for other programs. We’ll have some other programs that will start in the future. we just want to grow our show team.”

The construction of the barn took almost two years to complete.

PINE GROVE CUTS NEW RIBBON ON NEW BEHAVIORAL HEALTH & ADDICTION SERVICES BUILDING

For the past four decades, Pine Grove has provided children and adults with various programs through its Behavioral Health & Addiction Services Outpatient Services at locations such as the Lincoln Center facility on Lincoln Road Extension and the Wicker Building on South 28th Avenue in Hattiesburg.

Officials from Pine Grove and Forrest Health were able to celebrate the 40th anniversary of that measure with a March 26 ribbon cutting at the new Outpatient Services building, located at 2117 Broadway Drive in Hattiesburg, adjacent to the main Pine Grove campus. The unveiling of the new building, which will consolidate and expand those services at that site, was attended by several of the aforementioned officials, along with U.S. Senator Roger Wicker.

“Certainly, the ability for expanded outpatient care for children, adolescents and adults (was a motivating factor in this),” said Colleen Munkel, director of business development for Pine Grove Behavioral Health & Addiction Services. “The new facility offers us additional space and additional providers to provide that care.

“Also, the Pine Grove main campus is located on Broadway Drive, so this enables the patients to receive that outpatient care at one location.”

Outpatient services at the location, which are provided by board certified psychiatrists and psychologists, licensed psychiatric nurse practitioners, licensed psychologists and licensed clinical social workers, include the following:




Adult outpatient services, including assessments, medication management, individual therapy, medication assisted treatment, an adult psychiatric partial hospitalization program and an intensive day and evening outpatient program.
Child and adolescent outpatient services, including assessments, specialized treatment, medication management, individual therapy and family therapy.
“I can’t believe this day is finally here,” said Andy Woodard, CEO and president of Forrest Health. “This is a significant day for Forrest Health and Pine Grove.

“We are fortunate to have Pine Grove – one of the nation’s most comprehensive treatment campuses – right here in Forrest County and the City of Hattiesburg. This outpatient services building will enable Pine Grove, as it moves into the next chapter, to expand outpatient behavioral healthcare and addiction treatment for members of our community, state and beyond.”

The facility, which is now open to patients, also offers specialty treatment programs such as a professional enhancement program and specialty treatment for professionals, which helps those individuals with issues such as addictive illnesses, disruptive behavior, boundary violations, personality disorders, interpersonal difficulties and vocational issues.

There’s also an evaluation center – which provides comprehensive testing for addiction, mood disorders, personality disorders, eating disorders and more – along with intensive workshops, which help participants discover the roots of destructive behavior.

“This has certainly been a dream and a project in the making for many years now,” said Debbie Sanford, administrator of behavioral health for Forrest Health. “Each year, we see patients from every socio-economic group come to Pine Grove for help.

The project was made possible with the help of Wicker, who was instrumental in securing more than $7.5 million in federal funding toward its completion.

“Isn’t it great that we are becoming a society who understands that addiction is an illness, and it needs to be treated just like physical illnesses?” Wicker said. “We recognize what a problem we have in the United States with opioid addiction … and technology addiction and the problems that we have with things that our grandchildren have to face, with technology that we never would have had to consider.

“So I really appreciate a facility like this, and a program like this, that’s been going on for decades.”

T-MOBILE AWARDS HATTIESBURG $50K GRANT FOR RENOVATION OF FIRE-DAMAGED VERNON DAHMER PARK

Every four years, T-Mobile awards up to $50,000 each to 25 small communities via its Hometown Grant program, designed to support projects such as upgrades at parks, libraries, hiking trails and historic buildings.

Officials from the City of Hattiesburg recently found themselves the lucky recipients of one of those awards, as the program recently granted that amount to the city for the renovation of Vernon Dahmer Park on Country Club Road, which was heavily damaged in a fire last fall. The announcement was made by Mayor Toby Barker and other city officials during a March 21 news conference at the park.

“The pictures sent to us by the fire department did not leave us very optimistic, as the pavilion (at the park) was fully engulfed in flames,” Barker said. “After going back and forth with our insurance … we knew there was going to be a bit of a gap in trying to get that pavilion back to where it was, where it can be used for things like family reunions, birthday celebrations, Juneteenth events, Lions Club Easter egg hunts, and just being a central part of life in this part of Hattiesburg.

“But then we decided, in true Hattiesburg fashion, that we wanted to go big – we wanted a park whose amenities were second to none, of quality worthy of the park’s namesake, Mr. Vernon Dahmer Sr., and the pavilion’s namesake, Mr. Charles Edward Smith. So when we see a grant opportunity, we move quickly.”

In addition to restoration of the pavilion, the funds also will be used to refurbish and enhance the site’s playground, which will be the second inclusive playground in the city. Work on the pavilion has already begun, while renovation of the playground is expected to start by late summer.




“There are many private companies out there who offer financial grants, but there are very few who put (this) kind of money up to change a community’s expectations of itself,” Barker said. “T-Mobile has done that, and we’re incredibly grateful to them and their team for that.

“It’s just a really great day for this park, this neighborhood, all of Ward 5 and the entire city.”

Nick Brown, who represents Ward 5 on Hattiesburg City Council, thanked Barker and the city administration for going after the grant.

“We’ve done a lot in the city; we’ve done a lot here in Ward 5, and I’m just thankful for this day,” he said. “It’s all about preserving our history, and it’s all about making sure we take care of our kids and leaving it better than what we found it.

“This is just one of many upgrades to come here in the park – we have big plans for the park, and we have big plans for this area.”



Forrest County District 4 Supervisor Rod Woullard said the upgraded park will contribute greatly to the quality of life in the area, which is extremely important to residents who may be deciding where to locate.

“We’re trying to build something that other people want to be a part of, and I think, to this date, we’ve been successful doing that,” he said. “I’m looking forward to this and greater things in the future.”

In addition to the grant given to Hattiesburg, T-Mobile also awarded $50,000 each this quarter to the cities of Laurel and McComb for restoration projects. Since Hometown Grant began in 2001, Corinth, Greenville, Magee and Oxford also have received grants, totaling almost $350,000.

“I’m extremely excited to be here to represent south central Mississippi … and T-Mobile is very proud to serve the community,” said Olivia Ruffin, rural market manager for T-Mobile. “Hometown Grants … were really one of the company’s initiatives to bring 5G into rural America, which has always been our brand awareness to go out and love our community.

“Within the next five years, we will actually be giving out $25 million in grants for project developments such as this. We just want to congratulate the City of Hattiesburg for being a Hometown Grant winner … and congratulations to the Vernon Dahmer Park.”

Elected officials, town managers or employees, tribal leaders or nonprofit community leaders from small towns with populations of less than $50,000 can apply for the Hometown Grant. Proposals must include plans, budgets, timelines, anticipated impacts and up to five letters of support.

Last year, we began a major $2.8-million project to enhance neighborhood parks throughout our city with walking trails, pavilions, and upgraded playgrounds. Of these 11 parks, Central Park is the largest segment as it is a key piece to the largest pedestrian path in the history of our city connecting other multi-use trails or pedestrian lanes from Airways to Malone. The new 10-foot wide multi-use trail will travel through the entire park from Swinnea to Tchulahoma connecting to the existing trail there that leads southward to May Blvd. In addition, the existing walkways through the wooded areas are being replaced; pavilion added; and the new playground on the western end replaced. The main playground in the center of the park was replaced three years ago.
This is a beautiful, sprawling, natural park in the center of our city where walking, running, playing, fishing, and Frisbee golf are a daily occurrence. It is also the home of our magnificent Christmas-light display, Southern Lights, which has become a great tradition in our city. This project, funded completely by tourism taxes, is expected to be completed by early summer. It will enhance the park experience for our citizens and ensure that it remains a key piece of our parks program for many years into the future.

Horne gifts $125K to UM accountancy school

A recent gift from Horne LLP will support construction of a new 110,000-square-foot building for the Patterson School of Accountancy at the University of Mississippi. The building is planned for the corner of University Avenue and Grove Loop.

With a $125,000 gift to support the Patterson School of Accountancy's new building at the University of Mississippi, the professional services firm Horne LLP is honoring its many employees who graduated from the program.

The firm's gift also reflects the firm's continuing practice of hiring Ole Miss accountancy graduates.

"This is part of a bigger commitment," said Neil Forbes, managing partner at Horne, where he leads business strategy development, execution and operations for the firm. He also serves on Horne's board of directors.

"We're investing in not only the Patterson School but also the broader community. While our gift supports the new building fund, it's just one component in our commitment to Ole Miss and Mississippi as a whole."

A longtime supporter of the university, Horne continues to invest in the community financially and physically. The company, which employs more than 55 UM accountancy graduates, is establishing an office at the edge of campus and has begun an initiative to recruit not only accountancy students but those from other academic backgrounds throughout Mississippi.

The gift will be honored with the naming of three rooms on the new building's third floor: an area designated for use by accountancy student organizations, a conference room and a team study room.

Recognized as one of the best accountancy programs in the nation, the school continues to have strong enrollment and sought-after accountancy programs. These are some of the factors behind the campaign to construct a new academic building on the corner of University Avenue and Grove Loop.

"We are fortunate that our alumni, like our many graduates employed by Horne, are steadfastly committed to working together to pursue our formal vision of being the best accounting school in the nation," said Mark Wilder, UM accountancy dean. "Our new building will help us pursue this vision, and I am grateful for the extraordinary outpouring of financial support from our alumni and friends."

The planned four-story facility, estimated to cost $100 million, will feature tiered auditoriums and classrooms, study areas, conference rooms, and administrative and faculty office suites.

While accountancy students now attend classes all over campus, the new building will provide the space needed to bring all their classes under one roof.

Horne LLP, a national professional services firm with a CPA cornerstone headquartered in Ridgeland, has a long history of supporting the school.

"These students represent future leaders in our firm and provide us the ability to continue to help our clients accelerate in a dynamic business environment," said Joey D. Havens, the firm's former managing partner and 1980 graduate of the UM School of Business Administration.

In 2022, Horne committed $540,000 to establish the Horne LLP Accountancy Professorship Endowment.

The endowment provides resources needed to support the school's faculty. These additional resources could include salary supplements, additional funds for research and other means of support, said Terry Traylor, Horne's director of finance and a 1987 graduate of the school.

"As I understand it, among the Patterson School of Accountancy's greatest needs are faculty support and scholarship support," Traylor said. "Our contributions to the endowment will enable Dr. Wilder to fill those needs."

The firm established the Horne LLP Accountancy Excellence Endowment in 2008 with a gift of $100,000. It gave another $150,000 to the school in 2012 to create the Horne LLP Accountancy Lectureship Endowment.

Northpark Mall getting new businesses. More are coming

Two new tenants are slated to start doing business at the Northpark Mall in Ridgeland in the next 30 days.

One is coming back to Northpark after some time away and another will be a first-time business for the mall, which announced its 40th anniversary Tuesday with a gathering of dignitaries.

Northpark launched its 40th anniversary celebration by announcing its planned events and initiatives for the year.

While the mall industry has been on the downswing for the past 20 years, Northpark continues to make announcements of new businesses.

The newest announcement of the mall in Ridgeland is that Sbarro will be making its return to Northpark.

The pizza franchise that originated in Brooklyn in 1956, will be opening back in the Northpark food court in the next 30 days, according to Shawn Cochran, the general manager of Northpark. These days, Sbarro has 630 eateries in 28 countries.

"Yes, we are excited to have Sbarro back with a growing number of business here in the building," Cochran said. "There are a lot of new and exciting things on the horizon. There are two other big announcements coming in the next 60 days, but we can't talk about those just yet. The contracts are signed, but we will make those announcements very soon. I think most people are going to be very excited about them."
One announcement that has already been made but has not yet opened is that the global lifestyle retailer Minoso is coming to the second floor of Northpark in the coming weeks. Minoso promotes a relaxing, treasure-hunting and engaging shopping experience.

Northpark is home to more than 120 stores and specialty shops. It features Dillard's, JCPenney, Belk, H&M, B&B Theatres, Victoria's Secret, Windsor, Pac Sun, and Buckle and more than 50 locally owned businesses.

Beyond that, Cochran said to expect a lot of changes at the mall in the coming months as it begins its next 40 years in business.

"We are always going to be a retail center, but I think where we go from here is about reimagining what we do and how we serve our customers," Cochran said. "We have always had large national tenants for retail, but in order to be more inline with what the customer wants means having more entertainment, maybe having more green spaces. I think that is where we are going to evolve."

At the moment, Northpark has a $60 million economic impact on Ridgeland and the surrounding community.


"Northpark has significantly contributed to our community over the past 40 years, bringing numerous business opportunities, hosting engaging events and serving as a central hub for residents to gather and connect," Ridgeland Mayor Gene McGee said.

However, the future is what Cochran said they are looking to.

"We have to look at things differently," he said. "Maybe we can take a retailer and flip it into a restaurant. We have to be open to many different types of ideas. That's where Northpark is heading to connect and becoming a community hub."
Cochran said the mall has been successful in the last several years and has built back enough that it has 90% occupancy. The mall has even turn away potential tenant in order to pursue a more vibrant future.

"We are in a really good spot," Cochran said. "We have gotten to the point that we can be a little choosy. We need retailers that do speak to our community, not having retailers just to have them. We want to make sure we have the right tenants. Sometimes we have to have those honest conversations with people. But we are in a good spot with occupancy."


Of the occupants at Northpark, more than 40% are local businesses and that he feels comfortable with where Northpark is as many malls around the country are seeing lower traction.

"We are holding steady and that is good," Cochran said. "There are a lot that have much lower traffic, and we understand that. There are about 200 malls where traffic is way up, but are good and holding steady."

SLOW TO PAY: NO CALLS CONCERNING UNPAID BILLS ENCOURAGES COUNCIL MEMBERS

Complaints from contractors or engineers about not getting paid by the city of Jackson appear to have declined.

Council members have no way of keeping up with when the bills are paid, other than if a vendor reaches out to one of them with a concern, both Virgi Lindsay and Ashby Foote said.

Foote, who represents Ward 1, said he has not received any phone calls lately from vendors asking about a late payment.

Lindsay, who represents Ward 7, said the city seems to be paying its bills in a timelier manner from what she can tell.

“I haven’t heard contractors or engineers talking about not getting paid,” said Pete Perry, a member of the Jackson One Percent Sales Tax Commission. The city is typically slow in paying its bills, which according to state statute are required to be paid in 45 days after they are received, Perry said. “I think the city is still slow in paying,” he said.

When questions arose last year about bills going unpaid, the Mayor said workers had not been trained to use the computer system, which had been in place for several years, to enter the bills. “To me that wasn’t a legitimate defense,” Perry said.

Foote said the city’s slowness in getting bills paid was due to employees who were not paying attention and had a bad attitude about doing it. “They weren’t applying themselves to the job as they should have,” he said.

Not paying bills in a timely manner sends a bad message to the business community, Foote said. “You end up being in a hostile business environment,” he said.

The city’s slowness in paying bills came to light last year when the city did not pay Hemphill Construction for several months for work to improve Riverside Drive. Hemphill pulled its crews and quit work, just as it did on a project on Terry Road in south Jackson.

Last year, an estimated $925,000 rise in the cost of the Riverside Drive projectwas announced. The increase was due to a rise in the cost of construction engineering and inspection because additional workdays had to be added to complete the job and the price of asphalt went up, all due to work stopping because of unpaid bills. The commission planned to use funds set aside in case they were needed to cover that.

Construction and engineering and design contracts are based on estimates and the final amount paid is based on the actual number of hours worked, he said.Perry said he has noticed that the city is slow in paying the final bill to contractor and engineers. “I don’t know why that is,” he said.

The repair of a sewer backup at the Country Club of Jackson before the 2022 PGA Tour’s Sanderson Farms Championship was among several water and sewer projects authorized as emergencies in the city of Jackson.

About a year after the work was done, the Jackson City Council authorized payment to the vendors responsible for making the various repairs. The council approved the payments during its Aug. 29, 2023 meeting.

The council authorized payment to Hemphill Construction Co. for $78,206 for the work at the Country Club of Jackson and $17,339 for repair to a 10-inch main on Woodrow Wilson Avenue; Utility Constructors Inc. for $190,251 for the repair of a 20-inch water main on Fortification Street; $35,162 for a repair at Old Canton Road at Kaywood; $26,537 for the repair of a 6-inch main on Peachtree Street; $96,585 for two water leak repairs on Highway 18 near Piccadilly; $38,020 for a water leak repair on Dixie Drive; $49,300 for a water main repair behind Piccadilly; and $18,000 for a repair on Poplar Boulevard at North State Street.

Foote could not explain at the time why the city did not pay the bills in a timely manner.

“I don’t know why it took so long,” he said. “The city is continually behind on paying its bills and it shouldn’t be that way.”

Some of the repairs that the council OK’d payment for were done in the late summer and fall of 2022 while the city was under a water system emergency and numerous water line breaks threatened the stability and water pressure of the drinking water system.

“I think we’ve gone from terrible to slightly above that,” Foote said. “We’ve still got work to do.”

Ridgeland approves new ‘Gas City’ development

RIDGELAND — City officials have approved a proposed Atmos Energy facility said to include office buildings and a regional training facility under the condition that certain chemicals not be stored on site.

Public Works Director Alan Hart said the building would include offices, a service center and a mock neighborhood for training purposes — dubbed “Gas City.”

”It has a modern look,” Hart said. “I think this a nice-looking project.”

The proposed Atmos Energy facility is slated for the corner of the Highland Colony Parkway and Marketridge Drive.

The proposed facility will have roughly 60,000 square feet of building space.

City officials approved the building during their regular City Board meeting on March 19.

The item passed unanimously on the consent agenda with the stipulation that the storage of Mercaptan or empty Mercaptan storage containers is prohibited at the location. Alderman-at-Large D.I. Smith specifically requested the prohibition of empty containers.

Mercaptan is a foul-smelling gas that is added to otherwise odorless natural gas.

Police department on track to open by August

The brand new $8 million Gluckstadt Police Station and Municipal Court building is on track to be operational by the end of August.

Gluckstadt Police Chief Barry Hale said they have a target move-in date of Aug. 28, though “it is not written in stone.” This will be a year after city and state officials held a groundbreaking at the site last August.

He said crews are finishing up the outside of the building and they look forward to seeing the inside of the city’s first new building take shape.

“There have been no bumps in the road as far as I know,” Hale said.

The building is located at the corner of Gluckstadt Way and Church Road just south of Germantown High School at 140 Gluckstadt Way.

The new building is estimated to be around 14,000 square feet and will house the Municipal Court, holding cells, dispatch, and offices. The building itself will cost about $6.9 million not counting the costs after dispatch is implemented along with furnishing and access control.

Benchmark Construction is in charge of construction and Dean Architecture did the design.

Hale said the Safe Haven Baby Box made possible by a $25,000 fundraising campaign is in storage and will be installed at the facility before it opens.

Highland Colony Parkway thriving, 30 years after opening

Careful planning and years of patience pay off for the road’s primary developer

RIDGELAND, Miss. (WLBT) - In his office overlooking Highland Colony Parkway, longtime developer H.C. “Buster” Bailey has a room that he calls “the center of the universe.” It’s equipped with a custom-built model of the parkway and the surrounding area, from Madison to Interstate 220 in Jackson.

Bailey is the mastermind behind a project that has brought shopping centers, office buildings, banks, churches, neighborhoods, hotels, restaurants, doctors’ offices, schools, and just about anything else you can think of to a corridor that was mostly empty 30 years ago.

On April 8, 1994, Bailey was joined by the mayors of Ridgeland, Madison and Jackson for a ribbon-cutting ceremony formally opening the four-lane road to traffic. It was the culmination of a years-long effort that began back in the 1950s, when Bailey’s father started buying property in the area after getting word that a new interstate highway was coming.

The H.C. Bailey Company continued to buy land along the west side of the I-55 corridor, because the east side was already partially developed, given its close proximity to Highway 51.

“That side of the interstate was chopped up into five acres, one acre, two acres,” Bailey recalls. “You couldn’t assemble many large pieces.”

That was key to the plan -- buying large tracts of land that could be stitched together, ultimately with a road running through it all.

“We knew that it was poor access, and if we could ever create a roadway that would run from Old Agency Road all the way to Madison, then that would really open this up,” he says.

Eventually Bailey and his partners built a road even longer than that, running from Madison all the way down to County Line Road. Bailey and the other landowners donated the right-of-way, and they got Ridgeland and Madison County to pay for half the construction cost.

“It was eight miles long, and it cost $8 million,” he says. “If we were trying to do it today, it would be $50 million or $60 million” or more.

Madison Central High School was among the first to call the parkway home, and then all the other development slowly followed -- including the Renaissance, the Township, the Bulter Snow building, Costco, and the list goes on.



Bailey says it has been more successful than he could have imagined.

“Somebody said, ‘How did you foresee all this?’ I said I didn’t foresee all this; I just knew a roadway would really open up this area.”

He won’t reveal what might be coming to his 200 acres that are still undeveloped along the parkway, but he has ideas. At 84, Bailey still comes to the office five days a week to work on whatever might be next.

Sur La Table opens in Jackson’s Highland Village

The Jackson location marks the culinary retailer’s first entry into Mississippi.
Sur La Table, a leading kitchen and culinary retailer, held its grand opening on Saturday at Highland Village in Jackson, complete with a baguette breaking to celebrate the opening in place of a traditional ribbon cutting.

Broad Street Bakery & Cafe donated the 6-foot long baguette for the event.

The Jackson location marks the brand’s first entry into Mississippi, which opened their first location in Seattle’s Pike Place Market in 1972. Sur La Table’s Magnolia State shop is located next to Aplos in the Highland Village Courtyard.

The retailer specializes in sales of quality cookware and tabletop entertaining products. Sur La Table features a robust cooking-class program tailored to adults as well as offerings for younger cooks age 7 and above. They also host frequent in-store events and demonstrations at their locations in more than 20 states across the nation.

“So much work has gone into opening our first location in Mississippi and we are thrilled to officially open our doors today,” said Jordan Voloshin, Sur La Table CEO, in a statement. “Jackson has such an impressive culinary scene, and we have been overwhelmed by the welcoming response we’ve already received from both the restaurant community as well as our neighbors here at Highland Village.”

Voloshin said the retailer feels right at home in Jackson and that they look forward to being a small part of the culinary journeys of so many in the area.



Highland Village, owned by Massachusetts-based WS Development, is an eclectic collection of first and only shops and eateries in the heart of the capital city. The Village features an assortment of locally owned boutiques, national brands exclusive to the area, one-of-a-kind restaurants and fitness studios, including Whole Foods Market, lululemon, Warby Parker, Kendra Scott, Buffalo Peak and Maison Weiss.

Alexandra Clark, WS Development Senior Vice President, Asset Strategy and Experience, said in a statement that they were delighted to welcome Sur La Table to Highland Village.

Groundbreaking Ceremony held Friday for Roundabout Oxford

Community members, business folks and local officials gathered on the rolling hills of what will soon become Roundabout Oxford RV and Water Resort Friday for the official groundbreaking ceremony. Shovels held by the developers and local officials dug into the ground, turning up the first dirt moved on the 85-acre site located off Highway 6 East and County Road 105. The resort is being developed by Oxonians Jay and Cris Hughes and Drs. Andrew and Alison Ross.

The idea was born while Jay Hughes sat in Dr. Andrew Ross’ dentist chair last June, and according to Hughes, the group hopes to have the resort in less than a year. “Our goal is to have the first inner tube floating in this lazy river next spring for the first home SEC baseball game in March,” Hughes said Friday. After greeting the 75 or so guests at the groundbreaking, Hughes thanked many, from local and state government officials to designers to architects, and especially, his wife, and partners.

“We’re the four who dared to dream big and shared a common passion to make this dream a reality and share it with others,” Hughes said. “For us today, the word groundbreaking stands for more than just breaking new ground. It stands for a groundbreaking project that will be a new destination for local staycations and tourists for years to come.” Roundabout Oxford will have 150 paved spots for RVs with full connections and be filled with amenities and activities, including shaded playgrounds, pools and water slides, a lazy river, hot tub, fitness center, walking trail, yoga/zen garden, shuffleboard and pickleball courts, picnic areas, walking trail, bonfire areas, a business center, a dog park, golf cart rentals, bathrooms and laundry facilities. “This project is a perfect example of a team between state and county officials, the county building department, the founders, architects, engineers, designers, marketers, friends, family and ‘the Facebook,’” he said. “We all engaged in a thorough debate and a deliberate process and design all with a Jay Hughes rocket timeline.”

Snowden Grove Park signage to be erected

A new video board welcome sign will soon be erected to greet and inform people coming to Southaven’s Snowden Grove Park.

Mayor Darren Musselwhite talked about the sign in his latest Mayor’s Report blog posting on the official City of Southaven website.

The City chose to remove the old sign along Getwell Road about three years ago when the pedestrian bridge was being erected. Site challenges and the age of the old sign provided the need to remove it, with Musselwhite saying its age was nearing a time of needing costly repairs.

Musselwhite said it was time to erect a new sign to promote upcoming park events and for advertising revenue opportunities.

“A new 26’ X 22’ sign with a 22’ X 13’ video board has been designed with the same materials used for the bridge towers and signage,” Musselwhite said. “It will be constructed near the pedestrian entrance to the amphitheater and Springfest “Circle” on the east side of Getwell between May Boulevard and Nail Road.”

The mayor estimates the cost of the new signage to be between $300,000-$375,000. Bidding, the bid award and sign construction should be completed by the end of the year.

“In addition to the functionality of this new sign, it will further beautify the Snowden District and add to the energy and attraction here,” Musselwhite said, adding the project is being funded completely by tourism tax revenue.

Samantha Alberson was awarded the April Yard of the Month for her beautiful landscaping at her home on Bellewood Boulevard. She was presented the honor by Joyce Hughes of the Pine Needle Garden Club. Alberson said she was very surprised when she got the call that she was being awarded. She credits Kevin Brady for doing the landscaping.
