292E is the last block that was a parking lot.

As stated above 2169 NW Thurman St is the last block in the
plan. There are several structures located there.

I can’t seem to find that block on Thurman as being part of the original master plan though.

Mayer/Reeds concept plan includes "Block 16" (2169 NW Thurman St), as well as GBD's original master plan (Link #2).

Weird that they would look at developing the site as a hotel when they're in the somewhat unique position of being able to build apartments without being subject to IZ.

This is design advice. As I understand it, and I could be wrong, the design, etc... will go in front of the design commission for approval.

Interesting with the multi story townhomes on the roof level. Those would be rentals too?

it appears their design parti is to mimic old warehouses that have penthouse additions plopped on top of them (pgs 57-58 in the PDF), but now with extra-super notatalloutofplace gabled roofs. I have not seen this before outside of SERA's work and I really don't like it. harumph.
