Don't think I've ever seen a rat in NYC except on subway tracks. Our neighborhood has skunks and raccoons, due to proximity to Prospect Park forestland, but never seen a rat.
I find that hard to believe. I see them every time I visit. Especially around trash.

Whatever happened to "pizza rat" in NYC?

I live in a suburban area of north San Diego county, and see rats once in a while in the area. There are some big apartments not far away, and the rats must find the dumpster diving good. Never used to see rats ten years ago. Mice are also a problem. Don't see as many raccoons and opossums as I used to. The drought has hit them hard, and the woodlands are being replaced with houses and apartments. Plus the possums aren't that smart, and just stand there as a car approaches so they get squished. I do see coyotes once in awhile.
