I share your hope, but unfortunately I'm not holding my breath. I would say of the neighborhoods in STL city that are still "alive" in any meaningful sense, more than a few are riding on inertia at this point. The older generations who grew up in STL durinng its heyday are still keeping a lot of mom/pop businesses, churches, and other community institutions afloat, so in many neighborhoods, the serious decay will only become apparent in another decade or so.
However, the healthy neighborhoods –although a minority– are growing, and a number of less-healthy neighborhoods are getting gradually healthier.
My prediction is swaths of the city will continue to decay and empty out until only the healthier, self-sustaining neighborhoods are left.. If i had to guess I'd say the city will hemorrhage another 100k residents before the growth of the healthy neighborhoods catches up with the decline of the rest, but slow and steady growth will prevail.
