Gilsey House Restoration Paves Way For HFZ’s 64-Story Moshe Safdie Tower At 8 West 30th Street

A block a little north of Madison Square Park is on its way to a major transformation, thanks to action by the Landmarks Preservation Commission on Tuesday. The block in question is between Fifth Avenue and Broadway, on West 29th Street and part of West 30th Street.

Developer HFZ Capital Group wants to build a 64-story, 796-foot-tall, mildly Jenga-esque mixed-use tower designed by architect at 8 West 30th Street. In order to do that, it needs air rights from neighboring properties including the landmarked Marble Collegiate Church at 1 West 29th Street and landmarked Gilsey House at 1200 Broadway.

HFZ is trying to get those rights via a 74-711 application, which means they are responsible for both making sure the new building’s base is harmonious with the landmarks and that the landmarks themselves are kept up.

HFZ Capital Group taps Bjarke Ingels to design 33-floor office tower in NoMad

Adding to the sudden skyscraper boom in NoMad, HFZ Capital Group is moving forward with plans for a project at 3 West 29th Street. HFZ’s original idea for the redevelopment of the site, which once held the now-demolished 1898 Bancroft Building, included iconic architect Moshe Safdie designing a 64-floor, 830-foot tall condo. However, instead, a pre-filed building application from earlier this month calls for a 33-floor office tower designed by Bjarke Ingels of BIG Architects, as CityRealty learned.

Ziel Feldman’s HFZ Capital first acquired the NoMad site in 2013, along with about 350,000 square feet of air rights. The Collegiate Reformed Protestant Dutch Church sold the developer the properties behind their Marble Collegiate Chruch for $26.2 million. Following the demolishing of the historic Bancroft Building on the site, the city’s Landmarks Preservation Commission required HFZ’s project restore and maintain the structures and to ensure that the base of the new tower complements the block’s landmarks.

Other supertall structures rising in NoMad include condos at 262 Fifth Avenue, planned to reach 1,000 feet high, 277 Fifth Avenue and 30 East 31st Street. No renderings have yet been released for the updated plan at 3 West 29th Street.

Abandoning their Safdi-designed condo idea, HFZ will develop a much shorter building office tower. Applications show the project’s height decrease from 800 feet tall to 554 feet tall. While the original proposal would block several views of the Empire State Building, the updated smaller-scaled tower might be better for sight-seeing. The pre-filing also details a communal roof terrace and 300,000 square feet of a zoning floor area.

Bjarke's work in this City has demosntrated an excellent understanding of its intricate contextual dynamics...say what one will of his concept of 200G.

This one, however, will be his biggest test yet..for obvious reasons.

HFZ Capital Group: 3 West 29th Street


HFZ’s development site in NoMad is proof of how complicated it can be for an assemblage dream to become reality.

Ziel Feldman’s firm acquired three properties — the iconic 1890s-era Bancroft Building at 3 West 29th Street as well as a 12-story commercial property and a four-story row house — from the Collegiate Reformed Protestant Dutch Church for a combined $70.1 million in 2013.

Residents lobbied to get the Bancroft landmarked in an effort to halt the building’s demolition. But they failed and HFZ razed the building in 2015, agreeing to create a park in its place. Then last year, the Landmarks Preservation Commission signed off on a plan for the developer to restore the nearby Gilsey House and the Marble Collegiate Church, both of which are landmarked. In exchange, the developer got the buildings’ air rights.

The LPC also greenlit the demolition of three row houses — one that HFZ already owns and two that sources said it’s in contract to acquire. Sources also said the firm is negotiating to buy more property in the surrounding area.

“If you already bought the footprint site, you may be interested in your neighbor’s parcels as well,” Kramer Levin’s Selver said.

In October, the developer filed plans with the DOB for a 34-story, 301,167-square-foot office tower on the site, which sits between Fifth and Sixth avenues.

But those plans, sources say, were merely filed to keep the approval process rolling with DOB. Sources said HFZ’s true plan is to build a tower double that size.

HFZ declined to comment, so the exact size of the project is not clear. The firm, however, recently tapped starchitect Bjarke Ingels, who is also designing its High Line project, for the site.
