Their rules seem to specifically prohibit a lot of possible uses of boulevard gardens. You can put plants and flowers but no veggies.
"Shrubs, fruit and vegetables are not to be planted."
And, 1.5m of every boulevard (1m on the street side, 0.5m on the sidewalk side) have to be grass. For shallower boulevards, this is pretty restrictive.
