I wouldnt describe Oakland's skyline as 'pretty' per se, and from most angles, it's pretty small and drab as far as skylines go, but the view from our church's parking lot is very pretty.

Why is that? Is it a flight path thing?

That looks like it's from the Oakland California Temple.

Nope. It's to preserve public views of the mountains from certain (arbitrary) locations. With much less restrictions the suburbs are now proposing/building the tallest buildings in the region.

Honolulu is hands-down the most impressive, but it also lacks a true focal point, with multiple clusters and stand-alone standouts.

I've always been partial to Providence's aesthetically-balanced skyline. Love that Superman Building. One of the best capital buildings in the country too.

If you’re willing to move the goalpost to 700 feet, Austin has a great skyline.

If you’re willing to wait another year, Austin would need that goalpost moved to 900’.

Agreed about Providence. Small but well proportioned.

The Superman Building has been vacant for several years and is in danger of being torn down.

Another contender, if somewhat blocky, is Baltimore which tops out at only 529 feet.

I like Adelaide - maybe not for it's skyline per se but it's layout

Tallest is only 453 feet - far behind the scrapers of Sydney, Melbourne, Brisbane, Perth and the Gold Coast. Others would call it static, but i'll be charitable and call it timeless :p

For my money it's hard to beat Rotterdam when it comes to shorter skylines. It takes the criteria here right to the limit given that it's tallest building is 598 feet, but it still qualifies.

I feel like this is a pretty comprehensive list.

Dallas has a nice <1000' skyline, though maybe not as nice as Seattle.

I'm an SLC homer so I'm going to post a picture. The skyline itself isn't that impressive yet (tallest is 422') but you can't beat these mountain views.

This one is probably from ~2018.

What about Jacksonville, which is the second or third best skyline in North America (behind New York, but way ahead of Toronto, and probably ahead of Chicago too)?

Fort Lauderdale, Florida. Due to airport flight paths, buildings downtown cannot exceed 500'

Columbus Ohio breaks doesn't fit your criteria since the tallest is 629 ft, but I'd say it fits the criteria in spirit and definitely belongs in this list!
