I think you would probably be correct. Outside of modifications that I may not know about, here is a similar era building that is a much more apt option if we are talking about preserving something here.

Maybe it's already on the list.
Regina's heritage list (here) appears to be a mechanism to allow demolition of actual architectural heritage while helping friends of council. They've saved a few things over the years that should have been, but the failings of the process are too numerous.
