Unclear; it appears to be tied up in the fight over General Iron.
If SB wants to build a bridge, they have the TIF funding to do so; this is an authorized project in the RDA. The RDA refers to the Concord Place extension and bridge as a single project, so potentially SB can build only the extension to the river and call the project complete. They are already planning to use TIF funding for the extension to the river in conjunction with the new ALLY building. However, SB does not have the power of eminent domain to take property on the Kingsbury side of the river (Stone Source warehouse) for the bridge approach on that side. They have to reach a voluntary agreement with the owner of the Stone Source warehouse to sell that property - looks like it is the same investor who owns the strip mall with Best Buy/West Elm and Binnys.
Alternatively, they can wait to see who buys the General Iron property and partner with them to build a pedestrian bridge a little further north. SB has already indicated they do not want to buy General Iron (this is puzzling to me but whatever). However, the investor (Skolnik) who owns the Stone Source building DOES want to buy General Iron. The plot thickens.
