Obviously, this depends on what a particular person believes is affordable. Or, this could be based off of what percentage of Americans can afford to live in this community. Or we could all just look at a map of zip codes based on housing costs. The higher up on the scale, the less Americans would be able to afford to live there. So, the Bay Area would be the least affordable, since it is, or is close to being the highest city for cost of living.
