As it happens, they actually DO function as the meeting space component of the mini convention center. They've got 90k sq ft of meeting space and only 297 rooms -- that ratio is wildly unbalanced. (Consider the Fairmont or JW, both at about 1000 rooms, and 100,000 sq ft, or 800 rooms at the Hilton with 80,000 sq ft). So ATT will book a large group, fill up the rooms in-house, and then start to search for overflow blocks at the other hotels. I actually had a good long conversation with their Director of Sales and Marketing recently and he confirmed this as their go-to strategy.
(FWIW, this is really the strategy of any group house, no matter where they are. My good friend is the DOSM up at Kalahari, and they do the same thing -- fill the meeting space with a large group, and roll off a good chunk of the room block to other nearby hotels, leaving a block of unsold rooms for more expensive business and/or leisure travelers)
