THIRUVANANTHAPURAM: Chief Minister V.S. Achuthanandan will convene an all-party meeting in Thiruvananthapuram on November 25 to drum up political support for the Vizhinjam International Container Transshipment Terminal (ICTT) project.

Ports Minister M. Vijayakumar and other Ministers on the board of the Vizhinjam International Seaport Ltd (VISL), Opposition Leader Oommen Chandy, Deputy Opposition Leader G. Karthikeyan, MPs and MLAs from the district, one representative each from all political parties and panchayat officials will be present at the meeting.

Global tenders are to be floated for the multi-crore project a third time.

The LDF Government had recently appointed International Finance Corporation (IFC), a World Bank Group firm, to conduct techno-economic feasibility studies afresh. This is the second time in the project’s history that an all-party meeting is to be convened.

Meantime, the State Government is going all out to give the Port project a boost in the recession-hit world market. On November 17 and 18, the project was showcased at a conference organised by Port Finance International (PFI) at Westminster, London. IFC representatives made a presentation on the Port.

“We are trying to generate interest in the Port,’’ said Ports Secretary Sanjeev Kaushik, who attended the two-day conference attended by big names in the ports industry. PFi is an online newsportal for the world ports finance and investment markets.

The last occasion an all-party meeting was convened, it was to urge the Centre to provide security clearance to a consortium of two Chinese companies and Mumbai-based Zoom Developers. Chief Minister V.S. Achuthanandan and Opposition Leader Oommen Chandy had subsequently led a delegation to New Delhi. But the attempt had failed. Later, the LDF and the UDF had fallen out over the denial of contract to Zoom Developers after global tenders were floated the second time.

THIRUVANANTHAPURAM: The LDF Government on Wednesday cleared one more hurdle in setting up the Vizhinjam International Container Transshipment Terminal (ICTT) project with the Opposition UDF promising to co-operate. The co-operation comes on the condition that clarity will be preserved in acquiring land for the project, which the Government has promised to ensure.

Chief Minister V.S. Achuthanandan, addressing the media after an all-party meeting to discuss the port project, said procedures for floating fresh global tenders will be complete by 2010 middle.

Allaying fears about land acquisition, the Chief Minister said that the Government would ensure that the process was transparent.

Congress Deputy Leader in the Assembly G. Karthikeyan MLA, Kovalam MLA George Mercier and Nemom MLA N. Shakthan represented the Congress at the meeting. Opposition Leader Oommen Chandy could not attend. Karthikeyan said that maintaining transparency in the land acquisition process was paramount.

``So far there has been clarity in this matter. We said that land should be acquired and the basic infrastructure set up before inviting global firms to construct the port,’’ Karthikeyan said.

REHABILITATION PACKAGE NEEDED: George Mercier, in a petition to the Chief Minister, demanded that the promise made by the Government that less than 100 houses would have to be demolished for setting up basic infrastructure should be kept. He also urged the Government to announce a package for rehabilitating the evacuated people.

The package, according to him, should provide the extant market price for evicted landowners, PWD rates for re-building homes similar to the ones demolished, land within one kilometre with water supply, electricity and transportation, six months’ rent until new homes are constructed and compensation to those who lose jobs because of the eviction.

Maps and alignments were circulated at the meeting. The survey for the land acquisition will begin soon, Port officials said.

Ministers M. Vijayakumar, K.P. Rajendran and other officials were present.

Trivandrum international airport

Looking towards the apron of Terminal II (International). I am not sure whether the Jet Airways flight is a International one or domestic. Since parked in the 'International' apron, it could be the former.

Three more aircrafts parked in Terminal II, two Air India Expresses (Boeing 737-800) and one Air Asia (Airbus A 320)

State Govt okays IFC as advisor

THIRUVANANTHAPURAM: The State Government has given its approval for appointing Washington-based International Finance Corporation (IFC), a World Bank Group firm, as project advisor for the Vizhinjam International Container Transshipment Terminal (ICTT) project.

Ports Secretary Sanjeev Kaushik and IFC executive vice-president and CEO Lars Thunell had inked an MoU in this regard at Kochi on November 13. IFC replaces IL&FS as advisor. The State Government issued the approval on Saturday.

The Government also gave its nod to the fresh proposals submitted by the Vizhinjam International Seaport Ltd (VISL) for establishing basic infrastructure and connectivity for the project. This comes under the first phase of the project. In a statement here, the Government said it has given conditional clearance to the proposals.

Along with setting up basic infrastructure, the State Government will go ahead with its plans to identify a private partner to construct the port.

The State Government is spending Rs 450 crore on basic infrastructure such as water and power supply, rail and road connectivity, site office, waste water treatment plant and an environment impact study.

IFC will conduct fresh techno-economic feasibility studies for the multi-crore project. Recently, it had appointed London-based Drewry Shipping Consultants to conduct the market and traffic studies for the project.

VISL – Official Website....

TDF has been requesting VISL to set up a professional website for Vizhinjam Seaport Project. It seems that VISL has realized the importance and the new website (beta version) has been uploaded.

http://www.vizhinjamport.co.in/

Please forward your suggestions to contact@tribiz.in so that we can take it forward with VISL.

The website will be launched officially during the inauguration of VISL Port Site office at Vizhinjam on December 9th.
