As to whether it looks like the Verizon reclad in NY, that's not a bad comparison. I've seen both in person, and they're not too far off. However, there are some key differences: 1) this tower seems to have more vertical fenestration, which will help with surface relief (one of my main beefs with Verizon, which has none), and 2) this tower won't suffer from alternating floor heights, which is one reason why the Verizon reclad looks awkward at times.
As to the changing color of the glass, the article in the Downtown News stated that the color of the glass will change in a subtle way as it goes up, creating the "water" effect JDR is talking about.
