Specifically, the project has purchased a nearby property beside a park and they need to demolish the house on it and convey it to the city for a park expansion prior to the issuance of the permit, and that hasn't been completed yet. An exception went in front of council to proceed without the park conveyed, and I believe that was approved a week or two ago, so we should hopefully see an above grade permit soon. Once that happens we should finally see this rise above grade level.

Why do they need an "above grade" building permit? I figured once a project got the permit to build it was a done deal
