You can see it in Portland and Vancouver, but once you get near it to the North, the foothills are too close to the freeway, blocking your view.

It's a technique called "tilt shift" - a special kind of lens that creates this effect.
Although if you can't afford a tilt shift lens, like me, the effect is easily achieved in Photoshop CS.

Looks kinda freaky, doens't it?

Did you do any sharpening to get the kind of edgy miniature constructiony kind of feel prior to doing the shifting?
