It's hard to tell precisely, but I'd say that about 5 floors have been built.

^ nothing that dramatic, I rode there is still an enormous need for modern class A office buildings but the central goverment made interventions to prevent a financial crisis due to the construction fever.

August 26th 2005. A tourist shot with a close view on a part of the LiuChongHing building yard (and the SIP). The core must be 5 floors high not much after mounths of construction

Delaying a construction that's already started is not good for the urban fabric.
Hopefully it won't last long.
