Four new towers planned.

I'm trying to find the total development rights from the terminal and ramps, but don't see a number yet.

‘Notorious’ Port Authority Bus Terminal May Get a $10 Billion Overhaul

After years of study and debate, there is finally a proposal to rebuild the Midtown Manhattan eyesore from the ground up

The project’s announcement on Thursday follows the opening on Jan. 1 of the Moynihan Train Hall, a majestic, light-filled terminus meant to alleviate overcrowding and offer a far more appealing gateway to New York than Pennsylvania Station, which is arguably the most miserable train hub in the United States.

The bus terminal plan, which has been in the works for more than seven contentious years, would cost as much as $10 billion and could take a decade to complete. It comes amid a steep decline in the financial condition of the agency, the Port Authority of New York and New Jersey, that operates the terminal.

The agency hopes to get help in financing the project by selling rights to put a commercial tower on top of the expanded terminal and build three other high-rises nearby.

Mr. Cotton said it was too soon to provide a reliable estimate of the project’s cost, which has been projected in the past at $7.5 billion to $10 billion. The proposal, which he called “ingenious,” must still get through environmental reviews before it can compete for any federal funding. He said the agency had a “10-year time frame” for completing the project.

An earlier proposal had caused an uproar among community leaders because it suggested the liberal use of eminent domain powers to relocate the terminal. But the revised plan is less likely to rile up the terminal’s neighbors in the Hell’s Kitchen neighborhood because it does not include the taking of any private property.

Instead, they would rebuild and enlarge the existing bus terminal while keeping it open for travelers.

The new proposal also addresses a constant complaint of Manhattan residents: the steady stream of intercity buses that pick up and drop passengers at various curbsides, snarling traffic and blocking sidewalks. The plan calls for building a depot west of the main terminal that could accommodate those buses and provide storage for others.

... Mr. Wright said replacing the terminal is a necessity no matter how much it costs because of the integral role it plays in the city’s daily commute. More than 250,000 people passed through it on a typical weekday before the pandemic, according to the Port Authority. Since March, that traffic has dropped by more than 65 percent.

“New York ceases to exist without its connections to the surrounding communities and the work force,” Mr. Wright said. “Without it, the city enters into a period of decline.”

Wow, that giant helical ramp looks like the Cyclone sitting there...

That intercity terminal moving to the west is all the more reason for the 7 train infill station (10th/41st) to be built in conjunction with this project.

One thing about this proposal is that it overlaps with the Hudson Yards. The 2 towers on the western end (1 office and 1 residential) would rise just below Larry Silverstein's Hudson Yards development at 41st Street. The large office tower, along with Silverstein's office tower, would provide an anchoring of the northern Hudson Yards. On the other hand, the ramps will form the northern terminus to Hudson River Boulevard and park. So I'm hoping the design would at least be something nice to look at.

I hope Archilliers design gets chosen.
I've looked at all of the finalists and they have the best transit building design by far imo.

Port Authority taps big-time architects for $10 billion bus terminal revamp

The bi-state agency hired British firm Foster + Partners and Chicago-based construction engineering company A. Epstein and Sons to advise the overhaul of the decades-old transit hub.

“Both of these firms have a proven track record in delivering world-class design services and they are both skilled, experienced, and knowledgable with respect to large-scale urban projects,” Port Authority Executive Director Rick Cotton said during a press conference Thursday, Aug. 4.

“They are perfectly suited to this challenge,” Cotton added.

The proposal seeks to completely raze the current terminal on 8th Avenue built in 1950, and replace it with a larger structure with 40% more capacity, along with a new storage and staging area for buses so they don’t have to line up on the street, and a ramp connecting directly to the Lincoln Tunnel decked over with 3.5 acres of green space.

“A project of this scale doesn’t quite exist,” said Juan Vieira-Pardo, an architect with Foster + Partners. “This is much more complex than most any project we’ve ever seen.”

The U.K. company designed a new Crossrail station in London with a shopping center and rooftop garden, along with Bloomberg’s European headquarters in that city, and a master plan for a metro system in the Saudi Arabian city of Jeddah.

The Port Authority announced the massive scheme in early 2021 and expects to open the new facility at the end of 2031.

The agency has allocated $3 billion for the project in its current capital plan, but Cotton hopes to raise “a portion” of the funding by letting developers build four mixed-use towers at the terminal.

It plans to collect payments from real estate companies in lieu of city property taxes, similar to the controversial scheme Governor Kathy Hochul wants to use for her $22 Penn Station renovation and expansion.

The stunning (IMO) number of Pennsylvanian counties that depend on this service seems to be an underestimated reason to green-light this entire venture ASAP.

I mean…How many Tri/Quad(?)-State Metro Area outside of commuters to/from these counties are even aware of this?

Well, yeah. The PABT is the busiest, largest bus terminal on earth. Most of the traffic is from NJ, Upstate NY (especially west of the Hudson) and NE PA. There's also huge long-distance traffic, but it's all the private lines from points west that make PABT so important.

^ Which is why it’s perfectly located at the mouth of the tunnel. There’s a smaller version by the GW Bridge way uptown that handles some of the traffic. They were studying opppurtunities to put one Downtown near Tower 5 during the rebuilding planning for the WTC, but that never came to be.
