Farmer's Market Moving

The Farmer's Market is being moved to 720 North Fifth Street starting May 7th with this Saturday as the last one at the current location. I anticipate this move is due to the proposed tower at the current site and pending demolition of adjacent buildings to the Farmer's Market. No news in the article on the proposed development though.

This feels very aspirational. Being at the end of the LR is a negative, not a positive. No one wants to ride the LR downtown from Metrocenter when it takes 30mins plus wait time when you could drive it in 15. Perhaps I'm too cynical.

The whole extension to Northwest has been a fail so far IMO. Communities along 19th Ave hate it. It hasn't done much for development so far except the new fast food restaurants like Chic Fila and Chipotle are car oriented and have no dining rooms because of LR traffic. I think they would have been better off keeping it on Camelback and extending to Grand Canyon to connect them but I'm sure Sparky had something to do with killing that idea.

McKinley Green is going to be such an amazing project can't wait. Also, noticed Phase 3 of The Link is the tallest of the bunch. Was this always supposed to be the case?

Roosevelt Yacht Club still a thing...plus a new building where the old Atari Hotel was supposed to go...

Good find! Some notes of interest:

:24 mark: Just before the proposed Yacht Club, you'll see a 10-11 floor high-rise that I think is currently in development. I found a project called "Rainbow Road Apartments" that is at this location that I am waiting for more information on.

1:00 mark: First McKinley is going to be a good-looking development! Can't wait to see this one move.

2:26 Mark: Hell yea!!! Our first real look at Link 3 that looks to be at about 400'! That top looks awesome! Finally something not flat at the top!

At 0:45 in the video, I noticed that in the background of Roosevelt Yacht Club was a building which I think meant be Davis Experience’s Creative House Project.

Unfortunately, the spot in the video that is showing possible Creative House is being used for Federales Tacos. I'm not sure if Creative House is still on the boards or not. That's been on Davis's site for about 5 years now...maybe more.

I mentioned it a couple times awhile back, but I will explain Link 3 for those who missed it.

The third tower is NOT the 19-story tower. The towers approved height and density are tied to the parcel on the lot, not the phase in which they are built.

The original Phase 3, 19-story tower was increased in height to 27-stories and built second due to an approved reduction in the parking ratio requirement.

The remaining parcel (originally Phase 2) is still approved as the 25-story tower, but if they apply the same parking ratio reduction amendment, it would allow them to increase the density of units and the tower would grow from 25 to the 30-36-story range depending on the unit mix. Tower 2 has a higher mix of 3BR and 4BR units which is why it increased in height so much. Tower 3 will probably have a mix closer to Tower 1 with more 1BR and 2BR units which affects the ratios. From what I have been told, most likely they will land somewhere in the 31-33-story range, and with the pitched roof shown in the video, it would make the height somewhere around 380'.

I managed to actually get a decent view from the downtown ASU campus cam today. You can see on the right where everything has been cleared and graded for the Central Station project and I believe that's the Moontower crane to the right of Derby.

Drove by the 14-story Scottsdale and Bell site yesterday and they removed all the signage from the building and have a construction fence all the way around the perimeter. Assuming the demolition of the existing building is eminent, and the developers website says construction is anticipated to begin 4Q 2022.

P.S. I saw a piece of paper on a unit at the Arizona Center for ‘The Rose Theater’ and permit number 22011058. Wasn’t able to pull anything up on the PDD search since I don’t know the permit type. Maybe someone else is more familiar with that system to pull the details.

It appears the Goldwater Institute will continue to fight the GPLET tax break

The Goldwater Institute sued the city of Phoenix this week, challenging the use of tax dollars to benefit the developer of a 26-story residential tower being built in downtown Phoenix.

Hubbard Street Group and Cresset Real Estate Partners — both based in Chicago — are making their Phoenix debut with the development of this $87 million project at the southeast corner of Sixth and Garfield streets expected to open in summer 2023. Cresset declined comment and Hubbard Street executives could not be reached.

But the Goldwater Institute lawsuit accuses city officials of devising a tax shell game allowing developer Hubbard Street Group to pay no property taxes on that project for eight years in violation of the Arizona Constitution and a 2020 court decision finding a similar arrangement — involving a 19-story apartment complex in downtown Phoenix— unconstitutional.

Jon Riches, director of national litigation for Goldwater Institute, said Arizona courts have made it clear that taxpayer dollars should not be used to benefit private, special interests.

Using the Government Property Lease Excise Tax, or GPLET, abatement provisions of Arizona law, the city takes over the Hubbard project so that the property technically becomes government property, excluding it from tax rolls, and then leases the property back to Hubbard.

When the eight-year lease expires, the city turns the property back over to Hubbard, relieving what Goldwater calculates as $7.9 million in property taxes in exchange for paying the city a small of amount of rent, Riches said.

Suit is on behalf of two taxpayers
Goldwater Institute is suing on behalf of two Phoenix taxpayers: Bramley Paulin, a property owner in downtown Phoenix, and Mat Englehorn, a small business owner in Roosevelt Row.

"Some taxpayers shouldn't be forced to bear a disproportionate tax burden because other private parties have political connections to get government subsidies," Riches said.

What's frustrating for Riches is that city officials are ignoring not only an Arizona Supreme Court precedent but a lower court that struck down a similar deal four months before the city agreed to enter into this deal with Hubbard Street Group.

"It's sort of breathtaking lawlessness in my view," Riches said.

City officials say they are unable to comment on pending litigation, but said they actually have not been served the lawsuit yet.

Riches said the lawsuit was filed on May 4 and that it could take a couple of days before the city would be served with the lawsuit.

Despite Goldwater's fight against this GPLET incentive the city uses to incentivize developers to build workforce housing and affordable units, it has continued to be used since the statute was enacted in 1996.

Because of Arizona's unique and strong constitutionally based gift clause, Arizona cities have limited tools to incentive good projects to build, said Jordan Rose, founder of Rose Law Group in Scottsdale and a long-time zoning attorney.

"Losing the ability to offer a GPLET would be highly detrimental to economic development," she said.

Seems very weird to me that they continue to fight for a tax hike LMAO when there's been obviously a massive boost to downtown with this tax break but you'd think there's a 1000 other more important wastes of tax money going they could take on over this.

DVC Monthly Meeting Agenda for this Saturday contains an item where they will be discussing the proposed tower at 1500 N Central Ave. (SWC of Central and McDowell)

Hopefully we get to see some renderings
