^ You can see here that if the Bay was filled and the Santa Cruz mountains were replaced with ocean, it would look similar to the LA basin, with lots of alternate routes.

NorCal has challenging bottlenecks. The bottleneck between LA/OC and SD is really bad too. 1 freeway and a railway, connecting a 13 million person metro with a 3.5 million metro (6 million if you combine SD with Tij) and that's about it. If you're in the Inland Empire (pop 4.5 million) then you have the 15 as an alternative to SD.

The cities losing the most are very hispanic cities. Im assuming this is because of downsizing of families and perhaps out migration due to cost of living

At least this means CA can save $100 billion and not have to build CAHSR? Just extend BART to downtown LA.

East Bay cities would be extremely hot! San Jose, even hotter than it is today without a slight moderation of the bay on it's north side. Summer temps likely hitting the 100s in this newly created bowl of urbanity.

What would be the point of living in the bay area without the bay?

Maybe they could rename it the "basin area". Then it would make sense again.

Since we’re throwing around hypotheticals. They could build a giant dike like the Dutch and just drain it a little.

Or build a giant dam, extract the salt and create the largest fresh water reservoir in the US, 1,600 square miles in size.

I mentioned this on page 4. Clearly, the changing in California growth pattern is mostly due the collapse of Mexican immigration. That's why we see the expensive San Francisco actually accelerating while the heavily Hispanic Los Angeles and Central Valley saw their growth to collapse.
