40-Story Towers Could Bring Nearly 600 Apartments to Newark

The project, known as “The Halo,” is being proposed for 289-301 Washington Street, between William Street and Branford Place. The plans, which were designed by Minno & Wasko, call for a high-rise complex with two 40-story buildings connected by a five-story base.

There would be 66 studio apartments, 132 one bedrooms, and 99 two-bedroom units in each building, for a total of 594 in the entire complex. A source who provided information on the condition of anonymity told Jersey Digs that 20 percent of the units at The Halo is expected to be designated as “affordable housing.”

Although the site sits within a half-mile of New Jersey Transit bus and Newark Light Rail service, there would be several levels of valet-style parking, including two underground floors, providing nearly 300 spaces for residents of the complex. In addition, The Halo is expected to include a wide variety of amenities, such as a 2,935-square-foot sky lounge atop each building, a 4,488-square-foot fitness center, club rooms, a game room, and an outdoor pool and courtyard on the 12th floor. A leasing office is also slated to be included within the development.

Located a block away from Teachers Village, 289-301 Washington Street is located farther west than other large recent development proposals in Newark’s central business district. While other projects like the Hahne & Company redevelopment and One Theater Square have brought hundreds of units combined to Downtown Newark, the city has not seen the construction of buildings of this scale in decades. The Halo would be the first one of its kind on the Washington Street corridor and would replace what has long been a privately owned gated parking lot.

The plans have been submitted to the Newark Central Planning Board as an “as of right” application, according to the source, and are expected to be heard in the near future. Should the approvals be granted, construction could begin next year and be completed as soon as the beginning of 2021.

Proposal For “The Halo” Reveals Two 40-Story Residential Towers At 289-301 Washington Street In Newark, New Jersey

While the owner and developer of the site have not been disclosed, the project’s design is credited to Minno & Wasko Architects.

Current plans detail two, 40-story residential towers that rise from a shared 5-story podium. Together, the towers will contain 594 units ranging from studio to two bedroom floor plans. It is reported that 20% of the units will arrive to market as affordable homes.

While details remain sparse, residential amenities are expected to include a sky lounge in each tower, an outdoor pool and terrace area, a game room, a large fitness center, communal lounges, and on-site parking.

“Even though Newark has had its challenges, it has one of the best [mass-transit] connected markets in the country,” said Dave Minno, President of Minno & Wasko Architects and Planners, in an interview with CAPRE Media. “As the market figures out that Newark is so well connected to New York City through NJ Transit, PATH, Amtrak, Newark Airport shuttle, it becomes an incredibly viable location.”

If granted approval by the Newark Central Planning Board, The Halo is expected to complete by 2021.

Three-Tower Version of Newark’s ‘Halo’ Project Approved, New Renderings Released

A company looking to bring a complex with three high-rise towers to a property at the edge of Downtown Newark can now move forward with its plans.


The second version of “The Halo,” a massive development being proposed for 289-301 Washington Street, was approved last week by the Newark Central Planning Board.

The project by 289-301 Washington Street Urban Renewal, LLC is now slated to bring a 38-story tower, a 42-story tower, and a 46-story tower to the Central Ward. The towers would include a total of 949 residential rental units atop a six-story podium base, with site plans from INOA Architecture showing that automated parking, terraces, “garden level amenities,” and “skylounge amenities” such as rooftop pools are also in the works.

“I want my building to be the pride of Newark,” developer Moshe Glatzer told Jersey Digs.

The proposed pricing of the units has not yet been announced, but Glatzer mentioned that it is anticipated that the development would fully comply with Newark’s 20 percent inclusionary zoning ordinance and hire local residents.

“Our goal is to give every individual who comes to our building, regardless of income, the same service and the same accessibility to everything,” Glatzer stated.

The previous 40-story version of The Halo that was announced in 2018 would have included two towers with a total of 594 residential units.

Hudson Meridian Construction Group, which was recently involved in the Ocean Drive development in Coney Island, Brooklyn, will be the construction managers for the current version of The Halo, according to Vice President of Operations Vytas Sipas.

I was reading about this earlier. It's just a bit out of the way (just a couple of blocks off Broad), but we'll see what happens. Much better than the previous version though.

After seeing tower after tower get built in JC, Newark needs something badly and I'm hoping this breaks ground very soon! Here's to Newark!!!

I’ve looked at multiple renders on multiple sites. I only see two towers.

Also, the podium looks like the air vent on a giant appliance. The towers themselves are nice.

Newark is getting a new tallest, and new second-tallest.

It's nice to finally see huge, Jersey City-style developments migrate to Newark. Within 10 years, Newark will be keeping pace with Jersey City.

Good news, some height data. 573 feet for the tallest component.

New tallest for Newark, massive deal! I believe Newark's present tallest has been so since the 1931 at 465 ft. The National Newark Building. So it took essentially 91 years for this moment to happen.

Excavation is well underway.

Here's to hoping more will rise and a moment to celebrate on this good Friday.
