I don't think the (eventual) 32+ gate satellite concourse can come to fruition without a commitment from Delta (or some other airline mini-hubbing Austin).
Delta has been pretty conservative with regard to building back its pre-COVID system...let alone any expansions. AUS & RDU will see more flights once things settle down (in their terms).
I would not necessarily take WN & AA expansion at AUS as a long-term threat to DLs plans for AUS.
